This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm with on-call rotation, subject to change. Eligible for hybrid work after a minimum of 3 months of employment and pending operational need. Under FLSA guidelines, this position is exempt.

Supervision Received: Receives administrative supervision. Essential Duties/Responsibilities
- Responsible for preparing, coordinating, and overseeing assigned budgets for the County; recommends solutions to leadership and implements as appropriate.
- Provides supervision, guidance, training, and oversight to assigned Budget staff, including the analysis of grants, budgets, reports, projects, and reconciliations. Conducts performance evaluations, facilitates processes, and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
- Advocates for El Paso County at State meetings to ensure the funding allocation for EPC programs are maximized; negotiates with external agencies for funding allocations.
- Strategizes Federal and State funding streams to ensure all funds available to the County have been reviewed for affordability and appropriateness.
- Represents the Financial Services Department at meetings with other departments/offices and outside agencies. Develops executive summaries to disseminate information clearly and concisely; provides recommendations when further action is needed.
- Analyzes current and proposed budgets and works with leadership and departments/offices in budget implementation, monitoring, training, and strategic operational planning.
- Monitors and assists in the analysis of Sales Tax revenues, Property Tax revenues as well as other revenue streams to ensure adequate funding is received to support annual budgets. Analyzes historical financial and economic data to recognize trends to predict future fluctuations, provides reports, and leads projects as needed.
- Oversees and manages the preparation and distribution of monthly reports and executive summaries for financial impacts.
- Directs and oversees the preparation of annual budget books and other documentation.
- Attends meetings with departments to assist with processes and advise on budgets.
- Provides training and assistance to staff, including budget methods, preparation, presentation, analysis, budget development, funding mechanisms, and statistics.
- Assists with and performs the Division Manager - Budget functions as needed.
- Performs other duties as required.

Qualifications
Knowledge, Skills & Abilities
- Knowledge in governmental fund accounting, grants, and principles of cost/benefit, productivity, and economic analyses.
- Must demonstrate excellent communication skills both in writing and orally.
- Must be analytical and detail-oriented.
- Ability to effectively train, supervise, and objectively evaluate the performance of others.
- Ability to analyze issues, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Ability to use spreadsheets, accounting software, and a personal computer.
- Ability to work independently with minimal supervision.
- Ability to establish and maintain effective working relationships with coworkers, executive leadership, elected officials, external agencies, and the public. Ability to provide excellent customer service.
- Maintain regular and punctual attendance.
- Bachelor's degree in accounting or related field.
- Four years of related professional experience may substitute for the required degree.
- Four years of progressively responsible experience in accounting, finance, and/or budget management and analysis.
- Three years of experience in an automated accounting system.
- Supervisory or demonstrated leadership experience.
- Master's degree in accounting or related field.
- Two years of supervisory or leadership experience.
- Must possess and maintain a valid driver's license.
- CPA preferred.
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
