Job Purpose
The Assistant Project Director plays a vital role in advancing Harbor Care’s mission and vision by ensuring the delivery of quality peer recovery support services are accessible across the state through the oversight of subcontracts with Recovery Community Organizations. This position is responsible for compliance and implementation of the scope of contract, quality assurance, and developing and maintaining strategic partnerships while ensuring that our services align with our philosophy of care and values of compassion, respect, collaboration, and transparency to create a positive impact on those we serve and the broader community.

Requirements
Essential Duties and Responsibilities
- Ensures compliance with all contract deliverables, data, and reporting requirements.
- Oversight and quality assurance of subcontractor’s use of the electronic health record, RecoveryLink.
- Educates and promotes the efficacy and values of recovery community organizations.
- Maintains strategic partnerships with subcontractors and stakeholders.
- Assists in providing technical assistance and back office support to subcontracted Recovery Community Organizations including but not limited to;
- Human Resources
- Contract Compliance
- Compliance with relevant, state and federal rules and regulations including HIPAA and 42 CFR Part 2.
- Finance and Budgeting
- Training
- Organizational Coaching
- Medicaid Billing/Credentialing
- Corrective action planning
- Supervision of project managers and other staff within the Peer Recovery Support Services Facilitating Organization.
- Other duties as assigned are based on evolving responsibilities and organizational needs.

- Experience:
- 5+ years of project management experience
- Knowledge of RecoveryLink, electronic health record
- Knowledge of Resilient and Recovery Oriented Systems of Care and Recovery Community Organization service model
- Knowledge of HIPAA, 42 CFR Part 2, HeW 500 rules, and Alc 100-500 rules
- Education:
- Bachelors Degree preferred or 5+ years working in peer recovery support field
- Certifications/Licenses:
- Valid drivers license is required.
- The role works remotely with occasional travel required to Nashua, Concord, and statewide subcontractor locations for in-person meetings, conferences, site visits, etc.
- The role requires extended periods of sitting at a desk or workstation, typically in front of a computer for up to 8 hours a day.
- Must be able to use a computer, phone, email, and other communication tools effectively and efficiently.
- Requires prolonged periods of concentration, including multitasking, decision-making, and managing complex tasks and deadlines.
- While the position is remote, occasional lifting (up to 15-20 lbs) may be required for managing materials, equipment, or supplies related to the project.
- Must have access to a high-speed, reliable internet connection to support virtual meetings, collaboration tools, and communication platforms.
- The role will require a quiet and organized space for a home office setup with minimal distractions for optimal focus and productivity.
