Duties

The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. The Associate Chief Counsel, Passthroughs, Trusts and Estates (PT&E) provides legal advice and litigation support on tax matters involving passthrough entities (partnerships, S corporations, and trusts) and on transfer tax issues (estate, gift, and generation-skipping transfer taxes). As a Secretary (OA), you will: Facilitates efficient operations in the ACC's immediate office. Develops and/or modifies administrative systems/procedures and record keeping systems to facilitate coordination of the work of the office with both internal and external groups. Devises and implements office procedures and practices to be used in subordinate offices. Responds to inquiries and problems of an administrative nature not requiring technical knowledge. Serves as buffer and acts as liaison between the Associate Chief Counsel and the staff. Receives and reviews all incoming mail. Produces a variety of written documents utilizing varied and advanced word processing software functions. Coordinates with support functions regarding such matters as space, supplies, equipment, equipment repairs, personnel actions, records of disposition and other similar office functions. This is not an all-inclusive list. If selected at a lower grade level, you will have the opportunity to learn to perform the duties of the position and will receive training to help you grow in the position.

To qualify for this position of Secretary (OA) you must meet the qualification requirements listed below by the closing of this announcement: Basic Requirement for Secretary (OA) : Office Automation Skills: This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic mail. For GS-08: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Responding to inquiries and problems of a non-technical nature, maintaining a meeting calendar, screening calls and visitors, and maintaining files and records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). For GS-09: Specialized Experience: Your resume must detail at least one year of specialized experience which includes performing secretarial/clerical tasks. Responding to inquiries and problems of a non-technical nature, maintaining a manager's appointment calendar, screening calls and visitors, maintaining files and records, and scheduling appointments and travel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). For GS-10: Specialized Experience: Your resume must detail at least one year of specialist experience which includes experience performing secretarial/clerical tasks. Responding to inquiries and problems of a non-technical nature, maintaining a high-level supervisor's appointment calendar, screening calls and visitors, maintaining files and records, locating and scheduling conference or meeting arrangements, scheduling appointments and travel, and advising staff on procedures and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

This audit may include up to 2 years of returns. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
