Position Summary

The Office of Equity, Belonging & Inclusion guides the strategic DEI vision for the City-County Enterprise. OEBI does this through data reporting, training, and community programming.

Job Summary

This position works with various departments, including Human Resources, the City County Council, and the Department of Public Works to develop and implement wide-ranging language access processes for the City-County enterprise. The Language Access Training Manager is responsible for identifying and assessing language access needs, creating tailored implementation plans, and establishing various methods to enhance employees' skills and performance. This position must be ready to create and implement Indianapolis' language access plan and implement protocols for translation and interpretation services.

Position Responsibilities

Key Responsibilities

  • Demonstrated experience using interpersonal, creative, problem solving and team collaboration skills.
  • Demonstrated ability to design and develop educational materials.
  • Implement and update language access plan.
  • Ability to communicate clearly and effectively in a variety of mediums to all levels of employees.
  • Ability to establish and maintain effective working relationships with officials, managers, employees, and contractors.
  • Ability to plan, set priorities, and organize numerous work assignments.
  • Coordinate with Human Resources, the Office of Audit and Performance, Information Services Agency and other departments as required.
  • Track Key Performance Indicators (KPIs) related to language access.
  • Ability to facilitate conversations about topics such as anti-racism, sexism, lgbtqia+ inclusion, accessibility and other topics as assigned with tact and compassion.
  • Research DEI resources and training opportunities.
  • Manage regular staff surveys to measure key metrics related to training efficacy.
  • Collect data related to language access initiatives within the city-county enterprise.
  • Proficient in the use of Microsoft Office, spreadsheet, presentation, email, reporting, and e-learning course tools.
  • Ability to maintain confidentiality when working with sensitive information and employee opinions is essential.
  • Utilizes communication skills to accurately understand the language needs and goals for Indianapolis residents and the city-county workforce.
  • Manages time, resources, and priorities to meet quality standards, project timelines, and learning outcomes.
  • Provides support for existing educational materials, courses, websites, and systems as directed.

Qualifications

Minimum Job Requirements and Qualifications

Bachelor's degree in linguistic studies, multicultural studies, education, or related field plus three (3) years of related experience.

Preferred Job Requirements And Qualifications

Preferred Qualifications Master’s degree in Linguistic Studies, International Affairs, Multicultural Affairs, or a related field, and, at least, three (3) to five(5) years of related experience in training and development. Previous knowledge or experience working for government entities. Bilingual preferred. Equivalent combination of education, training and experience may be utilized in lieu of degree. This position requires experience in group facilitation, virtual and in-person training, and program development. Must be able to actively listen, collaborate, and coordinate with internal stakeholders.
