Summary

This position is being announced under FEMA's Incident Management Assistant Team (IMAT) Program. This is a 4-year temporary appointment in the Excepted service. This position is located on the Region Eight Incident Management Assistance Team and has a starting salary range of $55.08 per hour to $63.34 per hour; however, the maximum salary possible in this position is $71.62 per hour. What will I do in this position if hired?

In this position, you will serve as a Logistics Management Specialist that FEMA may deploy at any time to execute response operations in support of SLTT governments for a declared Stafford Act Incident, or in support of another lead Federal Agency acting under its authorities. The ideal candidate for this role is a dynamic individual who thrives in a customer-centric environment, seamlessly blending exceptional service with strong teamwork.

When deployed, the Logistics Management Specialist reports to the Logistics Section Chief and is responsible for providing logistical support for all FEMA operations.

Typical assignments include:

  • Supervising the Facilities, Ordering, and Supply Unit Leaders.
  • Determining if the organizational structure is appropriate based on supervisor's direction and ensures that the structure and staffing are Incident Command System (ICS) compliant.
  • Ensuring that subordinates are qualified to perform assigned positions.
  • Making organizational adjustments based on the complexity of the incident and requests additional personnel, supplies, services, and equipment as needed.
  • Establishing work assignments and setting priorities.
  • Ensuring subordinates are briefed on information relevant to their assignments and discusses any special safety considerations or hazardous situations.
  • Monitoring performance to assess the need for possible rest or rotation as well as ensuring that subordinates receive needed training and coaching.
  • Preparing and discussing formal performance evaluations.
  • Ensuring continuity of operations and a complete and effective closeout and/or transition at the termination of activities.

When not deployed, Typical assignments include:

  • Overseeing the supply functions and establishment of supply facilities.
  • Ensuring that the warehouse storage and material handling equipment requirements are identified and met.
  • Overseeing the receipt, processing, and distribution of assets.
  • Ensuring accountability for government-owned equipment and materials in accordance with Federal Property Management Regulations and FEMA property management policies.
  • Overseeing the ordering functions and ensures that funds are available for procurement.
  • Ensuring the implementation of the Single Point order Tracking (SPOT) system.
  • Ensuring that receiving documents are provided and applied to facilitate payments.
  • Ensuring that appropriate contracts are in place to facilitate ground support operations (fueling, maintenance and road service repair).

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as an IMAT CORE (Incident Management Assist Team, Cadre of Response/Recovery Employee). IMAT CORE employees are full time employees hired to directly support the response and recovery efforts related to disasters. IMATs are the first FEMA personnel deployed to an incident and manage the field-level federal response and early recovery with a primary focus on critical infrastructure stabilization, especially life-saving and life-sustaining efforts. Appointments to IMAT CORE positions are four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After 3 years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4-year, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

To qualify for thisLogistics Management Specialist position at the IT-03 level, you must possess one full year of specialized experience equivalent to at least the IT-02 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

  • Providing guidance to management officials and other stakeholders regarding Logistics Management Programs,
  • Leading a team that performs logistics management support functions including property accountability, supply, and warehouse/storage; and,
  • Defining and coordinating solutions for complex logistics programs issues.
