The Housing Support Manager- Multnomah County for the Supportive Housing Services (SHS) Department reports to the Supportive Housing Services (SHS) Director and is responsible for oversight of compliance, data quality, landlord engagement, and housing resource coordination across SHS programs. The Manager supervises the Landlord Liaison Program staff, Data Quality staff, and all SHS Housing Coordinators. This team serves as SHS’s subject-matter experts in contract compliance, HMIS and reporting, case conferencing, mediation, landlord engagement, and resource navigation.
The position ensures that contract requirements are met, reporting is accurate and timely, and staff are equipped to train, mediate, and problem-solve at both the participant and systems levels. This position plays a key role in shaping department culture, onboarding new staff, providing training, and building collaborative relationships with landlords, community partners, and county funders. The position ensures all work aligns with the Mission and Values of SHS and New Narrative.

Job Duties & Leadership Responsibilities
Program Oversight & Compliance
- Oversee Landlord Liaison Program, Housing Coordinators, and Data Quality staff.
- Manage contract compliance for assigned SHS programs; ensure outcomes, reporting, and documentation meet funder requirements.
- Lead department-wide compliance monitoring, including data quality reviews, chart audits, and corrective action planning.
- Develop and maintain policies, procedures, and tools to ensure compliance, consistency, and accountability.
- Support SHS Director with strategic alignment, evaluation, and external reporting requirements.
- Hire, onboard, coach, and supervise assigned staff (Landlord Liaisons, Data Quality staff, all SHS Housing Coordinators).
- Conduct regularly scheduled supervisions.
- Lead team meetings for Compliance & Supportive Services staff, fostering collaboration, accountability, and shared problem-solving.
- Support staff in accessing professional development and training opportunities.
- Ensure timely completion of Relias and other required trainings.
- Model respectful, accountable leadership and promote a team culture of transparency, feedback, and recognition of achievements.
- Supervise Data Quality staff as SHS’s HMIS experts, trainers, and onboarding leads.
- Ensure HMIS data entry is timely, accurate, and compliant with funder requirements.
- Provide and review statistical and analytical documentation to demonstrate program effectiveness.
- Lead SHS-wide HMIS training and serve as a resource for ongoing data quality and compliance.
- Oversee completion of all SHS reports (internal, funder, and county).
- Partner with SHS leadership to design and maintain dashboards, monitoring systems, and reporting tools.
- Oversee Housing Coordinators in facilitating internal and external case conferencing.
- Support Housing Coordinators in their roles as resource experts, connecting staff and participants to community supports, housing options, and stabilization services.
- Supervise the Landlord Liaison Program, ensuring effective landlord/tenant mediation, risk mitigation, and claims preparation.
- Promote landlord engagement by supporting staff in outreach, education, event facilitation, and representation at landlord associations and public meetings.
- Ensure staff maintain knowledge of rental assistance programs, fair housing, landlord-tenant rights, and community resources.
- Guide staff in creating resource tools, training sessions, and communications that strengthen SHS’s landlord and housing partner relationships.
- Meet weekly with the Supportive Housing Director for supervision and program alignment.
- Participate in SHS leadership meetings, contributing to departmental strategy, culture, and vision.
- Collaborate with other SHS leaders to ensure consistency across programs and support agency-wide culture shift.
- Represent SHS in county workgroups, funder meetings, and cross-agency partnerships.
- Contribute to the identification and implementation of new housing and compliance opportunities.
- Perform other responsibilities as assigned by the Supportive Housing Director to support SHS department growth and success.

- Six (5) reporting positions- 2 Supportive Housing Services (SHS) Housing Coordinators 2 Landlord Liaisons and 1 Data Quality Specialist.

- Leadership & Supervision – experience coaching, mentoring, and holding staff accountable while fostering growth.
- Collaboration – works across SHS teams, with external landlords, county partners, and community stakeholders.
- Resource Expertise – deep knowledge of housing systems, landlord-tenant law, risk mitigation, and community resources.
- Training & Onboarding – ability to design and deliver onboarding and ongoing staff training.
- Detail Orientation & Professionalism – ensures accuracy in documentation, reporting, and communication.
- Adaptability – comfortable navigating evolving systems, shifting priorities, and complex cases.
