SUMMARY OF RESPONSIBILITIES
The Director of Clinical Services ensures the successful daily clinical operations and delivery of clinical services across health center sites; manages and directs the work of the nursing staff in the delivery of quality care to patients; and leads efforts to improve clinical processes and outcomes in a way that mitigates risk and contributes to an enhanced experience for patients, employees, contractors, volunteers and students/residents.

The Director of Clinical Services ensures the successful daily clinical operations and delivery of clinical services across health center sites; manages and directs the work of the nursing staff in the delivery of quality care to patients; and leads efforts to improve clinical processes and outcomes in a way that mitigates risk and contributes to an enhanced experience for patients, employees, contractors, volunteers and students/residents.
Accountabilities
- Oversees the functioning of key systems that are vital to clinical operations including, but not limited to: efficient and effective systems for patient scheduling, triage, intake, tracking and follow-up.
- Leads and facilitates process improvements in access, clinical workflows, population-based health and patient experience.
- Supervises, directs, maintains and evaluates programs for the Nursing Department as they relate to patient care.
- Participates in the planning of policies and programs.
- Researches and improves nursing services through developing programs for effective communication, staff coordination, raising standards for patient care recording and reporting systems.
- Determines nursing staff needs via consultation with Practice Supervisors, the Lead Physicians and CMO, as well as Administrative staff and assisting with the selection and placement of nursing personnel.
- Develops and maintains cooperative working relationships with community resources and agencies.
- Provides administrative leadership for special nursing studies and projects.
- Assists in the preparation of the annual budget related to nursing services.
- Plans and assists in general orientation of new staff to the Nursing Department.
- Plans and directs on-going education efforts for the Nursing Department.
- Participates as a leader of the organization’s NCQA PCMH recognition program.
- Develops, implements and evaluates Patient Safety and Quality Improvement/Quality Assurance (QI/QA) programs through regular assessments of clinical processes and outcomes.
- Compiles and analyzes data on patient outcomes, quality improvement initiatives, adverse events, safety issues to identify opportunities to mitigate risk and improve quality.
- Ensures compliance with established regulations and clinical standards, including those put forth by the Occupational Safety and Health Administration (OSHA), Health Insurance Portability and Accountability Act of 1996 (HIPAA) and HRSA Program Requirements.
- Optimizes the health center’s Electronic Health Record(s) (EHR) and other Health Information Technology (HIT)
- Engages in direct nursing care on a limited basis.
EDUCATION & EXPERIENCE
- Bachelor of Science in Nursing; MS in Nursing, Public Health or related discipline preferred.
- 5+ years of professional nursing experience, including 3 years of supervisory experience, preferably in the healthcare setting.
- Experience in an FQHC/Community Health environment a plus.
- Experience working with racially and ethnically diverse populations, low-income populations and people experiencing homelessness
- Active Registered Nurse (RN) licensure in NC
- Knowledge of nursing principles and techniques, occupational health and safety standards and health care regulations
- Understanding of Population Health and clinical measures.
- Knowledge of budgetary, supervisory and quality improvement principles and techniques.
- Knowledge of best clinical practices and trends in health care.
- Knowledge of employee development techniques to ensure appropriate training and mentoring of staff.
- Ability to apply and modify, as appropriate, the principles, methods and techniques of nursing.
- Ability to identify problems, research and recommend solutions
- Exercises a high degree of initiative, judgment, discretion and decision-making.
- Ability to work effectively with a diverse staff and demonstrate equity in working with clinicians, clinical support and administrative support staff.
- Excellent interpersonal skills in one-on-one, group and community settings.
- Effective management of multiple duties and responsibilities in a clinical setting.

- Standing and walking frequently and occasionally lifting and carrying items weighing up to 50 pounds
- Consistently sitting and working at a computer
- Ability to operate standard nursing equipment
- Frequent exposure to communicable diseases, biohazards, toxic substances, medicinal preparations and other conditions common to a clinical setting
- Some travel within western North Carolina
