Specialized Experience: One year of specialized experience which includes: researching and reconciling personnel issues such as pay problems; providing technical assistance to employees regarding attendance entry and time keeping; utilize a variety of automated systems such as; General Fund Enterprise Business System (GFEBS), Automated Time Attendance and Production System (ATAAPS), and/or Defense Civilian Pay System (DCPS) to retrieve and enter data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Duties
- Incumbent will serve as the Customer Service Representative for civilian pay providing technical guidance to civilian employees.
- Resolve civilian payroll issues and timekeeping issues. Review time and attendance data that may impact pay, such as; electronic funds transfers (EFT), leave, taxes, benefits, for accuracy.
- Serve as the agency intermediary between the customers (serviced clientele) and the Defense Finance and accounting Services (DFAS) payroll processing centers.
- Provide technical assistance to command and timekeepers regarding the operations of the online Defense Civilian Payroll System (DCPS).
- Review and interpret a wide range of payroll laws, policy, regulations, and directives.
- Conduct special studies and work on projects, which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems.
- Utilize a variety of automated attendance/payroll/accounting systems such as Automated Time and Attendance System (ATAAPS), Defense Civilian Payroll System (DCPS), General Fund Enterprise System (GFEBS) to enter and retrieve data.

- The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain this certification within the required time may subject the incumbent to adverse action.
