Job Overview
The Program Manager will oversee education and workforce development programs for Refugee and New American (R&NA) children, youth, and adults including the Early Childhood Development Program, the Student Support Volunteer Program, the College and Career Readiness Program, the Digital Inclusion Program, and the Vocational ESL Program. They will be responsible for ensuring that these programs meet performance goals per funder and contract requirements, are responsive to client needs, and operate within budget and compliance parameters. They will directly supervise direct service staff and work with office leadership to ensure program sustainability through program and resource development activities. The Program Manager will take a lead in communicating program models, success, and outcomes to staff, community partners and funders. As a member of the office Leadership Team they will work collaboratively to leverage programming for highest impact through cross-program integration and significant contribution to overall program strategy formulation. This is a full-time, exempt position reporting directly to the Executive Director.

Essential Job Functions
- Provide leadership and supervision to direct service staff including leading team meetings, providing individual supervision, coaching and goal-setting, managing workload, and helping staff troubleshoot challenges;
- Ensure that all programs consistently meet all established grant outcomes as well as internal benchmarks established by IRC senior management including documentation, case files, data tracking, and other areas of administrative compliance;
- Support program sustainability through program development and participating in grant writing;
- Work with the Director of Development to identify key fundraising opportunities and oversee private foundation grant writing and fundraising opportunities for the program;
- Maintain relationships with local partners and donors together with office leadership;
- Working collaboratively with program team members to develop and enhance the design of education services for refugee children, youth and adults;
- Stay current on promising practices in refugee youth programming as well as pedagogical approaches and strategies to engage adult non-native English-speaking learners;
- Ensure accurate tracking and reporting of client progress, outcome indicators and client records;
- Maintain program dashboard to accurately capture output and outcome data of each program area;
- Review and provide feedback on outreach, curriculum, evaluation, and other program materials.
- Recruit, train and supervise staff, volunteer and interns for all education services.
- Engage in numerous key community-level and IRC network-level collaboration meetings in education and digital inclusion.
- Draft high-quality program reports in a timely manner;
- Work collaboratively with other programs to ensure that programming is integrated into the continuum of IRC services;
- Maintain ongoing communication with the Executive Director on status of education programs, work collaboratively on program design and provide timely reports on management issues;
- Participate actively in IRC Utah Manager Team and model excellence in leadership and management including cross collaboration of programs for seamless service delivery.

Requirements
- University degree (BA) in Education, Social Work, or closely related field required; MA in same fields strongly preferred
- Minimum of 5 years' work experience with progressive levels of responsibility, including supervisory and program management experience in non-profit or educational sector a must
- Minimum of 2 years of work experience in social/educational programs serving youth, at risk populations or refugees required; direct experience in educational and vocational counseling preferred;
- Previous professional experience in development or curriculum for ESL, adult education and adult literacy a strong plus
- Excellent interpersonal and communication skills: the ability to communicate effectively and diplomatically with adolescents, multi-cultural clients, employers, grantors, and colleagues on all levels.
- Outstanding organizational, leadership and team-building skills: the ability to promote productivity and efficiency
- Proficiency in Microsoft Office applications: Word, Excel, Outlook; internet research
- International work or study experience and second language abilities or demonstrated ability to work successfully in a multi-cultural environment
