Function And Scope

To support the Tri-Agency Regional Pathways Network Convener Grant which objective is to build regional talent pipelines that spur economic growth across the state and ensure that all Texans have the skills and credentials needed for economic advancement.

Research support, community engagement, and clerical activities as directed by the Contract Manager. The Work-Based Learning (WBL) Specialist will serve in assisting in the collaboration with secondary and post-secondary educational institutions for the purposes of gathering data related to programs of study and work-based learning opportunities available to students. The WBL Specialist will collaborate in developing a map of business partners in the Coastal Bend that are and/or willing to host work-based learning opportunities for Coastal Bend secondary and post-secondary students. The WBL Specialist will collaborate in collecting data from community partners and chambers of commerce to understand the quality and quantity of work-based learning opportunities for Coastal Bend students. The WBL Specialist will collaborate with other Workforce Solutions Coastal Bend programs in developing surveys and collecting data to measure the quantity and quality of work-based learning opportunities for Coastal Bend students.

Position will be done in a combination of field and office at the direction by the Contract Manager.

Minimum Qualifications

  • Bachelors degree or 5 years work experience in workforce development.
  • Ability to exercise a high degree of professionalism, interpersonal skills, and communications. Ability to work cooperatively in a team environment. Proficient in analyzing quantitative and qualitative research.
  • Must be proficient in Microsoft Office Suite to include Word, Excel, and PowerPoint. Must be proficient in using the internet to carry out the essential job duties.
  • Strong presentation skills.
  • A valid drivers license and access to reliable transportation for local and in-state travel as needed.

Essential Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Must have the ability to work well with little supervision, perform tasks that require complex solutions and independent judgment. Must be able to collaborate with peers and community partners.

  • Research and assist in developing survey instruments for employers and youth participating in Work-Based Learning activities.
  • Assist in collecting surveys from ISDs, WBL participants, and employers who are engaged with WBL activities throughout the Coastal Bend.
  • Assist in analyzing data from surveys, LMI, and other data sources for reporting purposes.
  • Write monthly newsletters for The Future Workforce Insider and coordinate with the Marketing Department for mailouts.
  • Assist in developing a baseline of regional Work-Base Learning opportunities for secondary and post-secondary students in the Coastal Bend.
  • Assist in proofreading and editing reports.
  • Assist in desk-based research regarding Coastal Bend economic and education region.
  • Input data regarding WBL data in the Coastal Bend through Excel spreadsheets.
  • Collaborate with team members in developing WBL activities through WFSCB or partners.
  • Perform other duties that are related to the implementation of the Coastal Bend Strategic Plan.

Physical Functions

While performing the duties of this job, the employee must have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (life, carry, move) light to medium weights of 10 pounds.

  • Requires good hand-eye coordination, arm, hand, and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read program information.
  • The employee often must sit, reach with hands and arms, talk, and hear.

Working Conditions

  • Employees perform approximately 100% of work indoors.
  • Employees work with minimal direction and periodic supervision.

Equipment, Tools, And Materials

  • Employees utilize the following electronic equipment: telephone, copier, printer, calculator, projection equipment, smart TV, and computer.
  • Employee utilizes e-mail, interoffice mail, and U.S. mail to receive and send reports, regulations, guideline, and other information necessary to perform the essential duties of this position.
