Description of Position: Serves as a Joint Exercise Lessons Learned lead, providing Command, Control, Communications, and Computer Systems (C4), Space, & Cyber expertise to the C4/Cyber Futures Branch, J658 USSPACECOM. Conducts lessons learned, assessments, exercise planning and support for all Tier 1-3 exercises, JEP-designated exercises, and all linked and associated exercises.

Position Duties/Responsibilities

  • Employee plans and carries out assignments independently to highly complex problems; analyzes, interprets, and reports findings of projects; and guides technical and programmatic work. Serves as a C4 technology advisor.
  • Oversees and operates IT portfolio organization and execution. Directs a chartered team represented by stakeholders to develop plans detailing integrated system transition strategies. Prepares detailed reports and briefings. Provides advice and assistance on programmatic aspects of systems, programs, and projects. Evaluates emerging missions.
  • Conducts analysis, selection, control and evaluation of IT enterprise investment decisions. Conducts business process analysis in order to improve the efficiency and effectiveness of IT processes and services.
  • Coordinates and confers with outside organizations on planning, development and acquisitions. Establishes, develops, and maintains effective working relationships. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
  • Develops, advocates, and executes C4 and Cyber storylines and injects in support of J6 training objectives aligned to assigned exercises.
  • Applies exercise planning expertise collaboratively withing the J6, across the CCMD and C/R/S’s, in partnership with linked CCMDs, and with Joint Staff to develop accurate, relevant, and realistic storylines to ensure training audience readiness.
  • Executes the requirements of the JELC while developing and integrating J6 training objective-oriented deliverables throughout every stage of the exercise development process.
  • Communicates J6 equities, missions, and functions effectively across multiple working groups and syndicates to ensure a high level of exercise play through well designed storylines, DoD, partner, and interagency integration, and exercise products.
  • Schedules, develops, and leads J6 Senior Leader touchpoints and White Player Academics, along with providing guidance and support to Blue Player Academics to ensure maximum exercise information flow, participation, and to prepare the force for exercise execution.
  • Executes duties as a member of the exercise control group (ECG/JECG) to inject and control exercise play, gather real time observations, and to assess training objective achievement.

Qualification Requirements

  • 1 year of experience at the next lower broadband/grade level (or equivalent) in performing exercise planning and execution duties.

Highly Desired Skills

  • Bachelor’s degree (or 5+ years relevant experience)
  • Experience in performing Joint Planner duties at the CCMD level.
  • Experience in performing Joint Lessons Learned duties at the CCMD level.
  • Experience in performing Training Program Management duties at the CCMD level.
  • Ability to operate the Joint Training Information Management System (JTIMS) and/or the Joint Training Tool (JTT)
  • Ability to communicate clearly and effectively to senior leadership and small groups.

Conditions Of Employment

  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires drug testing
  • Occasional travel away from the regular duty location may be required.
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
