Duties And Responsibilities

The Talent Acquisition and Onboarding Specialist provides a wide range of complex administrative duties related to the coordination and execution of all phases of Queens Public Library’s Talent Acquisition/Recruitment and on-boarding/pre-employment processes for internal and external talent. Participates in the planning, coordination and execution of a variety of recruitment programs including Summer Youth Employment, recruitment conferences, open houses, college career fairs, and trainee & internship programs. This position serves as a primary interface and contact to internal and external applicants, hiring managers, and external vendors. Maintains and updates critical recruitment information and reports (i.e.: job announcements; resumes, applicant lists, Queens Public Library’s career/job webpage). Assists with projects and performs other duties as assigned.

Recruitment Administration

  • Accurately maintains, organizes, and reviews a high volume of resumes, employment applications, job postings, educational training/experience, and other recruitment/applicant data in a timely fashion.
  • Coordinates recruitment events (i.e.: open houses) with the inclusion of catering & presentation preparation as needed.
  • Schedules a high volume of meetings and interviews.
  • Creates internal and external job announcements and advertisements.
  • Monitors and posts positions to external websites/job-boards.
  • Maintains and participates in various social media recruitment campaigns.
  • Liaises internally and externally with a diverse population and all levels of staff/applicants.
  • Reserves and prepares conference rooms.
  • Provides meeting participants with required meeting documents prior to meetings.
  • Administers and grades/evaluates applicant tests/interview exercises.
  • Files and maintains resume submissions for vacant positions in designated files.
  • Prepares and maintains applicant lists and tracking spreadsheets. Completes and tracks new hire pre-employment verifications. Notifies internal stakeholders of new hires in a timely fashion. Prepare and e-mail new employee paperwork in a timely manner.
  • Drafts and sends general recruitment communications/correspondences (declination letters, offer letters, new hire packages, etc.).
  • Informs applicants of organization’s employment policies.
  • Coordinates and plans travel arrangements. Collects receipts and process expense reimbursements. Liaises with the Finance Department on invoicing questions, receipt submissions and discrepancies.
  • Organizes, files and retains various recruitment files and reports in compliance with internal guidelines and federal/state requirements. Handles human resources information in the upmost confidential manner.

Facilitation of Orientation and Recruitment Programs

  • Coordinates and facilitates the new hire orientation and onboarding processes.
  • Partners with recruiters to track new hires through the various stages of the on-boarding process.
  • Plays a lead role in coordinating the Library’s many recruitment programs (i.e.: Summer Youth Employment, national & local conferences, open houses and college career fairs, internships, etc.). Coordinates recruitment team’s participation at recruitment events. Performs internet research. Tracks and communicates departmental requests to participate in various recruitment programs. Liaises with local universities, colleges and community organizations. Represents the Library at job fairs.

Pre-Employment Verification

  • Submits on-line pre-employment criminal background checks.
  • Completes new hire reference checks.
  • Tracks and communicates the status of pre-employment verifications prior to employees’ start date.
  • Generates offer letters. Notifies internal stakeholders of new employees in a timely fashion.
  • E-mails new hires documents prior to start date.
  • Partners with Finance to maintain an inventory of new hire packages. Alerts Assistant Director of Compensation and Organizational Development of any potential shortages in a timely fashion.
  • Performs other duties as assigned.

Required Qualifications

  • Bachelor’s degree required.
  • At least 3 years of relevant experience in a human resources professional or on-boarding specialist role.
  • Must have excellent written and verbal communication, interpersonal and customer service skills. Ability to maintain confidentiality and exercise good judgment. Strong organizational skills and attention to detail. Must be proficient in MS Word, Excel and PowerPoint.
  • This position requires effective time management and attention to detail and the ability to handle confidential information and work in a fast paced, deadline oriented environment.
  • Must be discreet, as this position will often have exposure to confidential information.
  • Must have a positive, friendly attitude as this role requires constant interfacing internally and externally with all levels of staff. Additionally, must be a self-starter who is able to work independently as well as with an internal team and external customers.
  • The ideal candidate should have exposure to recruitment processes as well as have the ability to work in a fast paced collaborative environment with a strong ability to prioritize and manage detailed information.
