Overview
The Safety and Relief Operations Manager is responsible for ensuring all organizational sites' safety, security, and operational continuity while supporting employees in critical operational needs, including meal and rest break coverage. This role combines leadership in safety management with hands-on operational support, creating and enforcing safety protocols, managing emergency preparedness, and providing coverage for staff to ensure compliance with legal and organizational requirements for breaks. This role requires an operationally agile leader who can provide flexible, on-the-ground support during high-need situations, including 24/7 program sites. Success will depend on clearly defined expectations and addressing barriers like scheduling, safety, and compliance at high-need locations.
As the point person for site safety, this individual will lead efforts in emergency preparedness, natural disaster planning, and workplace risk management. They will work collaboratively with Human Resources, Facilities, and Operations teams to ensure compliance with all safety regulations while fostering a supportive and productive work environment.
This is a full time, exempt, benefit eligible, on-site position in Berkeley, CA.
LifeLong Medical Care is a multi-site, Federally Qualified Health Center (FQHC) with a rich history of providing innovative healthcare and social services to a wonderfully diverse patient community. Our patient-centered health home is a dynamic place to work, practice, and grow. We have over 15 primary care health centers and deliver integrated services including psychosocial, referrals, chronic disease management, dental, health education, home visits, and much, much more.
Benefits

Responsibilities
- Leadership and Oversight of Site Safety
- Develop, implement, and enforce safety policies and procedures tailored to the unique needs of each site, particularly 24-hour and high-need locations.
- Conduct regular safety audits and risk assessments to identify potential hazards, ensuring corrective actions are implemented promptly.
- Serve as the leader and point of contact for all site-specific safety concerns, partnering with department heads to ensure compliance and awareness.
- Foster a safety culture by conducting regular safety meetings, providing updates on regulatory requirements, and encouraging proactive reporting of safety concerns.
- Operational Support and Relief Responsibilities
- Provide flexible on-site operational support, prioritizing high-need and 24-hour sites, stepping into critical roles to ensure employees receive legally required meal and rest breaks without disrupting workflows.
- Coordinate with site managers to develop adaptable coverage schedules, ensuring employees can take legally required breaks and that operational workflows remain uninterrupted.
- Support high-priority and sensitive situations, such as employee terminations, by partnering with HR to ensure a safe and professional process.
- Ensure appropriate licensure, certifications, or training to enable adequate support across various duties, particularly in specialized settings like supportive housing locations.
- Maintain availability to address operational needs, which may occasionally include weekend shifts or responding to urgent callouts.
- Work closely with site managers to create adaptable coverage schedules tailored to the unique operational needs of high-need programs.
- Emergency Preparedness and Disaster Response
- Develop emergency response plans, ensuring they are tailored to address the unique risks of 24/7 and high-need sites.
- Lead emergency training sessions for staff to ensure preparedness and confidence in handling crises.
- Serve as the organization’s primary contact during emergencies, liaising with law enforcement, fire departments, and emergency medical services as needed.
- Regularly evaluate and update emergency plans to align with organizational changes and evolving risks.
- Employee Support in Sensitive Situations
- Be present during high-stakes situations, such as employee terminations, to ensure safety and provide support to managers and staff.
- De-escalate conflicts when needed, maintaining professionalism and ensuring a respectful resolution for all parties.
- Assist in mediating disputes and fostering a supportive environment during challenging transitions or incidents.
- Training and Staff Development
- Develop and deliver safety and operational training programs, including break policies, workplace safety practices, and emergency procedures.
- Conduct onboarding sessions for new employees to familiarize them with safety and operational expectations.
- Create training materials, such as guides and checklists, to support staff in adhering to safety protocols and operational workflows.
- Provide refresher courses and workshops to reinforce key safety and operational practices.
- Compliance and Reporting
- Ensure compliance with OSHA, state labor laws, and other regulatory requirements related to safety and employee breaks.
- Maintain detailed records of safety audits, incident reports, training sessions, and employee coverage schedules.
- Analyze safety and operational coverage data, focusing on trends at high-need locations, and develop action plans to address recurring barriers.
- Partner with HR to address any challenges or compliance issues related to breaks, coverage, or workplace safety.
- Collaboration and Communication
- Work closely with HR, Facilities, and Operations teams to align safety and operational support initiatives with organizational goals.
- Act as a liaison between employees and leadership to address concerns, provide feedback, and support continuous improvement in safety and operational practices.
- Build strong relationships with site managers and staff, fostering open communication and collaboration on safety and operational needs.
- Incident Investigation and Follow-Up
- Investigate all safety incidents, workplace injuries, and near-misses to determine root causes and recommend preventative measures.
- Develop and implement follow-up plans to address safety concerns, ensuring all corrective actions are completed and documented.
- Support affected employees by providing resources and guidance during the recovery or resolution process.
- Minimum of 3-5 years of experience in safety management, operations, or a related role, ideally in a multi-site environment.
- Proven ability to manage workplace safety and compliance with labor laws, particularly in ensuring employee breaks and coverage.
- Experience with emergency response, conflict resolution, and team coordination is highly desirable.
- Leadership: Strong ability to inspire and guide teams, ensuring a proactive approach to safety and operational support.
- Safety Expertise: Comprehensive understanding of OSHA standards, emergency preparedness, and workplace risk management.
- Operational Agility: Flexibility to adapt to multiple roles and provide support as a floater across various operational needs.
- Conflict Resolution: Proficiency in de-escalation techniques and handling high-stakes or sensitive situations.
- Communication: Excellent verbal and written communication skills, with the ability to explain policies and procedures clearly.
- Technical Proficiency: Advanced skills in Microsoft Office Suite; familiarity with scheduling tools and safety management software.
- Problem-Solving: Analytical mindset to identify risks, propose solutions, and implement effective corrective actions.
- Preferred Qualifications
- Certification in safety management (e.g., OSHA 30, CSP) or emergency response training.
- Experience in healthcare, nonprofit, or multi-site organizations is highly desirable.
