Job Description

Responsible for managing and coordinating environment version control, documentation, scheduling, and communication for enterprise systems across both cloud and on-premises platforms. This role ensures seamless software releases by overseeing environment refresh schedules, monitoring project workflows, and acting as a primary liaison with internal teams, external vendors, and the change control board. This role fosters collaboration with stakeholders and technical teams, to support efficient, reliable system updates while maintaining compliance with organizational policies, regulatory standards, and best practices.

Release and Environment Program Manager

Hiring Salary Range: $106,700-$135,550

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

Responsibilities

  • Own and maintain environment version control documentation, ensuring accuracy and alignment with system configurations for both cloud and on-premises environments.
  • Develop and manage environment refresh schedules, proactively communicating with stakeholders to avoid conflicts and ensure alignment with project timelines.
  • Monitor and optimize environment usage across development, testing, staging, and production to maximize efficiency and resource utilization.
  • Identify and mitigate risks related to environment configurations, dependencies, and performance issues.
  • Implement and maintain automation solutions to streamline environment provisioning, monitoring, and resource scaling.
  • Develop and manage release schedules, ensuring alignment with project roadmaps, stakeholder priorities, and organizational goals.
  • Track and monitor project workflows across various environments, ensuring smooth transitions between development, testing, and production stages.
  • Coordinate all change releases with the change control board, ensuring compliance with governance policies and regulatory requirements.
  • Serve as the primary liaison between internal teams (development, QA, operations) and external stakeholders to resolve release-related issues.
  • Report on release metrics, trends, and environment health to provide visibility and enable data-driven decision-making.
  • Act as the primary point of contact for cloud providers and software vendors, managing service tickets and ensuring timely resolution of environment-related actions.
  • Monitor vendor performance to ensure adherence to SLAs and escalate unresolved issues to minimize project delays.
  • Collaborate with vendors to implement updates, patches, and upgrades in alignment with organizational standards and timelines.
  • Support compliance efforts for SOX, NERC-CIP, and other regulatory standards, including managing quarterly and annual testing, gap analysis, and audit preparations.
  • Prepare and present reports on environment health, usage trends, and release outcomes to stakeholders and senior management.
  • Foster a culture of continuous improvement, identifying opportunities to enhance environment management and release processes.
  • Collaborate with technology teams to define and enforce best practices for environment management and release processes.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications

Education and Training:

  • Bachelor’s degree in computer science, information technology, or a related field.
  • An MS, MBA, or related advanced degree desired.

Skills

  • Skilled in coordinating with external vendors to ensure timely resolution of issues and adherence to SLAs.
  • Ability to manage multiple priorities, work under pressure, and meet tight deadlines.
  • Ability to lead cross-functional teams and influence stakeholders.
  • Strong written and verbal communication skills to convey technical details to non-technical stakeholders.
  • Analytical thinker with the ability to anticipate, identify, and resolve issues proactively.
