TITLE: Program Manager, Training

TRAVEL REQUIREMENT:
Up to 25%; Frequent travel locally, regionally, and nationally to accomplish job duties.
HOURS and SCHEDULE:
Monday – Friday, 9:00am to 5:30pm (37.5 hours within five (5) days per week); unless otherwise required or approved by management. After hours and weekend work required at times.
SUPERVISION RECEIVED:
Works under the general supervision of the Director of Community Engagement
SUPERVISION EXERCISED:
Responsible for managing Training Team staff as determined by the
Director.
RESPONSIBILITY FOR PUBLIC CONTACT:
Daily contact requiring courtesy, discretion, and sound judgment.

GENERAL DESCRIPTION:
This position is responsible for the implementation of NCMEC’s training programs for professionals in law enforcement, social services as well as child-serving organizations and agencies. The primary area of responsibility will be to focus on turning strategy into action, to include but not limited to content development, program design, and project management in collaboration with both internal and external issue area experts. The individual holding this position will also serve as key facilitator and NCMEC spokesperson/representative at law enforcement, public safety, and other related trainings, conferences, seminars, and meetings nationwide.
This position requires an enthusiastic and self-motivated candidate who possesses experience in education/training, criminal justice systems, child protection, as well as program design and evaluation.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Training Program Manager will be responsible for the following:
- Drive the design, development, and delivery of NCMEC training programs aimed at
- enhancing law enforcement and other child-serving professionals’ response to
- missing and exploited children. This includes in-person training and e-learning formats, supported by a Program Specialist.
- Manage a team of training professionals under the direction of the CCE Director in the execution of a national training strategy for NCMEC.
- Manage program monitoring and evaluation processes in collaboration with the Director and other Community Engagement staff and NCMEC’s Monitoring and Evaluation team to ensure training programs are data and audience drive in alignment with CCE and organization-wide strategic plans, with the primary goal of expanding brand awareness and increasing the use of NCMEC resources and services nationwide.
- Serve as NCMEC’s primary training facilitator with responsibility for developing a cadre of training support professionals to respond to the variety of requests received for NCMEC training. Assist the Director in identifying and managing subject matter experts (internal and external) for program curriculum, resource development, and facilitation.
- Support the Director and the Partnerships Team in Identifying and cultivating new relationships as well as formal partnerships with external groups to increase the visibility and
- impact of NCMEC’s training programs and projects, including but not limited to
- other nonprofit organizations, law enforcement groups, victim service
- providers, and other local and national stakeholders in the child protection field.
- Create and disseminate mutually reinforcing training content and products to priority target audiences alongside the CCE team. Support the team’s daily activities and special projects, in addition to organization-wide efforts to unify and professionalize NCMEC messaging and
- resources for community-based programs.
- Collaborate with team members across the CCE to coordinate across areas of responsibility, including but not limited to training and programmatic
- partnership development.
- Maintain cutting edge knowledge of the child protection field particularly in relation to missing and exploited children’s issue areas and share regularly within organization.
- Identify additional training needs and new markets/industries that can play a role in
- the protection of children.
- Support Training staff as needed to prepare for and support on and off-site
- training/use of JRLETC.
- Promote a professional image.
- Communicate with co-workers, management, Law Enforcement officials, and others in a courteous and professional manner.
- Conform with and abide by all regulations, policies, work procedures, and instructions.
- Respond promptly when returning telephone calls and replying to correspondence and faxes
EDUCATION AND EXPERIENCE:
- Bachelor's degree in Criminal Justice, Public Administration, Adult Education, or relevant
- discipline required.
- Eight (8) years (minimum) of professional experience in law enforcement, public safety or related field.
- Knowledge of and experience working across disciplines (social services/child welfare, law enforcement, medical, etc.), with formal experience as part of a multi-disciplinary team (MDT) preferred.
- Experience with public speaking and/or conducting training sessions for law enforcement, public
- safety, child-serving, or other relevant professional groups required.
- Experience with training, adult education, curriculum, program development or similar
- responsibilities required.
- Project management experience required.
- Supervisory / Management experience required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Demonstrated ability to inform, instruct, teach and/or present to audiences of all types.
- Extensive awareness of law enforcement and criminal justice systems and practices.
- Familiar with adult learning theories.
- Knowledge of word processing, presentation graphics, and other related applications.
- Expertise in the use of current audio-visual presentation technology.
- Knowledge, understanding, and demonstrated ability in the operation of NCIC, NLETS, and
- computer systems.
- Ability to travel locally, regionally, nationally, and internationally to accomplish
- job duties.
- Strong verbal and written communication skills.
- Excellent organizational and interpersonal skills.
- Ability to prioritize multiple tasks.
- Adaptability, flexibility and ability to work as part of a team or in an individual capacity.
- Ability to handle and maintain the integrity and confidentiality of highly sensitive
- material and information.
