Example Of Duties

  • Serves as the Permit Technician team supervisor, lead, and coordinator.
  • Ensures daily work activities of the Permit Technician staff are completed in an efficient and thorough manner.
  • Responds to customer inquiries and performs duties under limited supervision.
  • Responsible for setting goals, delegation, providing feedback and performance reviews, motivating team members, and creating strategies to boost productivity.
  • Prepares daily, weekly, and monthly reports of permits, plan reviews, and inspection activity.
  • Coach, mentor, train and support Permit Technicians and Customer Support employees.
  • Writes detailed procedures for permanent records and for use in training.
  • Assists in the preparation of presentation content and materials through the use of graphs/spreadsheets, PowerPoint, web content and printed materials.
  • Keeps immediate supervisor and designated others accurately informed concerning work progress, including present and potential work issues and suggestions for new or improved ways of addressing such issues.
  • Serves as the Divisions subject matter expert for the Electronic Plan Review (EPR) and other permitting software systems.
  • Analyzes processes, applications, and user requirements to define needs for automation and make recommendations for improvements to existing systems and/or processes.
  • Develops and facilitates training on use of DOPL specific software and EPR systems, including the creation of technical support documents for system users.
  • Works collaboratively with DOPL IT to identify and resolve software system technical issues, maintenance, upgrades, and new installations for DOPL.
  • Tracks and monitors business-related issues to ensure follow-up by team members and DOPL IT on technical issues.
  • Works with DOPL IT to identify any requirements for any software interfaces between major systems and any subsidiary systems, websites, web pages and the DOPL intranet page(s).

  • Provides technical expertise on Division software system problems, troubleshooting, and resolution within the scope of this position.
  • Communicates effectively with supervisor, employees, customers, other divisions, vendors, and agencies to coordinate work activities, collaborate, exchange information, or resolve problems; leads by example and promoting teamwork.
  • Provides customer support on complex and/or high-profile projects.
  • Processes and issues permits, and performs other specialized support and technical assignments of moderate to advanced difficulty.
  • Participate in division meetings, help identify solutions to current problems and issues.
  • Perform other duties as assigned or needed.

Minimum Qualifications

  • Some knowledge of management practices; program or project planning and implementation.
  • Experience developing and evaluating policies and procedures.

Minimum Qualification Specialties

  • Experience utilizing problem solving strategies as a responsibility of the job.
  • Compiling and analyzing information and/or data and writing reports and/or correspondence in a work setting; supervising staff.
  • Providing customer service.
  • Leading or facilitating teams or groups; collaborating with other business units, agencies, or organizations.
  • Technical writing and communication strategies.
  • Advanced computer skills as identified by the appointing authority (such as Microsoft Office).
  • Experience interpreting and applying laws and regulations.
  • Interpreting and applying contracts.
  • Explaining technical program related policies and procedures.
  • Reviewing documents for accuracy, completeness and compliance.

Preferred Qualifications

  • Intermediate knowledge of project management.
  • Proven knowledge and experience developing procedures, training, and presentation materials.
  • General knowledge of local, state, and federal regulations/laws related to building construction.
  • Proven experience presenting information, both verbally and in writing, to both technically and non-technically oriented audiences; assessing training needs and evaluating courses and instructors to meet those needs.
  • Extensive experience directing activities of direct reports; using computer systems, software, and databases for information entry and retrieval; drafting business correspondence.
  • Professional level knowledge of MS Office.
  • Currently possess the International Code Council (ICC), Permit Technician Certification or the ability to obtain this certification within the first 12 months of incumbent’s date of hire.
