The New York City Loft Board oversees the conversion of Interim Multiple Dwelling (IMD) buildings to legal residential spaces.

Loft Board paralegal will assist the attorneys in conducting conferences, mediating disputes between owners and tenants, reviewing applications seeking determinations by the Loft Board, preparing Notice of Proceedings in enforcement proceedings, drafting notices of violations of the Loft Board Housing Maintenance Standards and handling other projects as needed.

The Paralegal Aide Level II will report directly to the Deputy Director/Deputy General Counsel and will have the following responsibilities:

  • Assist document preparation and review,
  • Assist with trial preparation including the assembly of exhibits and witness binders
  • Assist with preparation, filing and service of court papers
  • Assist with scheduling and sharing information between the parties and the Court
  • Organize and managing documents, including the creation of spreadsheets
  • Compile information and preparing statistics, charts, graphs and other summaries
  • Draft affidavits
  • Investigate and research public records
  • Process initial and amended Loft Board registration applications
  • Review sales filings and conduct follow-up as necessary
  • Review removal applications and calculate legal regulated rents
  • Draft proposed orders
  • Assist with scheduling informal conferences
  • Draft responses to correspondence
  • Research basic issues of landlord/tenant law
  • Draft Notices of Proceedings for enforcement cases
  • Process requests for Letters of No Objection
  • Process requests for lifting Loft Board holds
  • Review narrative statement filings for completeness
  • Review requests for Loft Board certification of the Narrative Statement Process
  • Assist in preparing the cases on the calendars for the public hearings
  • Assist in preparing responses to FOIL requests
  • Update the Loft Board’s System
  • Assist the Executive Director and Deputy Executive Director with other matters as needed

Remote Work

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Only permanent Paralegal Aides, applicants who are reachable on the Paralegal Aide open competitive list, applicants who passed the most recent exam for Paralegal Aide, and applicants as indicated below will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA); or
  • An associate degree or completion of 60 semester credits from an accredited college, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and two years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
  • A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
  • A satisfactory combination of education and/or experience which is equivalent to “1”, “2” or “3” above. Paralegal Certification obtained in the United States from an accredited program or from a program approved by the American Bar Association can be substituted for 12 months of experience. Undergraduate credit can be substituted for experience on the basis of 30 semester credits from an accredited college for 12 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.

To be acceptable, experience in paralegal (legal assistant) services must have involved the American Legal System.

Experience which is primarily legal secretarial or includes only incidental paralegal (legal assistant) services is not acceptable.

Special Note

Individuals must have one additional year of pertinent paralegal experience or have a baccalaureate degree in addition to the requirements listed above to be eligible for placement in Assignment Level II duties and pay of Paralegal Aide.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
