What You'll Do

  • Acts as Warden's or Appointing Authority's designee in all labor relations matters and activities.
  • Identifies existing and potential labor relations problems.
  • Reviews and/or develops operational policies and procedures to ensure compliance with all bargaining unit contracts and makes recommendations for resolution by advising and consulting with management personnel.
  • Supervises clerical support staff assigned to Labor Relations (e.g. assigns and reviews work; provides feedback and direction; prepares performance evaluations monitors and evaluates performance; approves/disapproves leave).
  • Acts as Warden's or Appointing Authority's designee in managing employee grievances (e.g. investigates, recommends resolution and responds when required).
  • Maintains record of all grievances in Salesforce (e.g. enters local level grievance responses, hearing and continuation dates, discipline information when required).
  • Advocates on behalf of management at grievance meetings, non-traditional grievance arbitration and grievance mediation.
  • Conducts and/or represents institution/agency in disciplinary, employee performance evaluation, State Employee Relations Board, State Personnel Board of Review and unemployment hearings.
  • Meets with employee organizations ad hoc and during all labor-management meetings recognized by a collective bargaining agreement to discuss conflicts and/or changes.
  • Counsels employees regarding problems associated with their employment.
  • Coordinates institutional discipline management (e.g. assigns and tracks investigations, schedules and tracks pre-disciplinary conferences with employees; prepares any and all documents associated with Just Cause and employment history; discusses discipline hearings with Warden or appointing authority; processes Notice of Disciplinary Actions; prepares and serves reprimands, suspensions, fines and removal notices to employees; logs results of discipline hearings; reviews and discusses last chance agreements with Warden or appointing authority).
  • Oversees or directly manages employee bids made in accordance with bargaining contracts.
  • Prepares and maintains (e.g. gathers and collects data, updates information) required correspondences and administrative reports and records. Maintains bargaining unit seniority rosters for the assigned institution or agency.
  • Attends and receives training.
  • Plans, implements and delivers training to management, supervisors and exempt employees in collective bargaining, disciplinary processes, EEO Employee Assistance Program (EAP) and related areas to keep current of changes in policies, procedures and laws and the impact on assigned area.
  • Attends and successfully completes current Office of Collective Bargaining training on arbitration, mediation and non-traditional arbitration advocacy.
  • Under general direction of the ODRC Bureau of Labor Relations, coordinates and monitors solicitation activities of all outside employee organizations.
  • Serves as duty officer as assigned.
  • Attends and may represent the Warden or appointing authority when required at meetings, conferences and training sessions.
  • Serves as a member of institutional and/or agency committees.
  • Delivers employee training.
  • Screens applications, serves on interview panels and makes recommendations for selection.

24 mos. exp. in collective bargaining, which included labor relations & handling of grievances.

  • Or completion of undergraduate core program in human resources management or public or business administration that included coursework in human resources or labor relations.
  • Or 12 mos. exp. as Labor Relations Officer 1, 63471.
  • Or equivalent of Minimum Class Qualifications For Employment noted above.
