GENERAL STATEMENT OF DUTIES: To perform highly responsible technical, analytical, evaluative and liaison work for the planning and development of human service programs, policies and systems on a statewide basis; to do related work as required.
SUPERVISION RECEIVED: Works under the supervision of a superior with some latitude for the exercise of independent judgement; work is usually reviewed upon completion for effectiveness and adherence to desired objectives and results obtained.
SUPERVISION EXERCISED: As required may supervise the work of clerical personnel assigned to assist.

Required Qualifications For Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A working knowledge of the methods and techniques involved in the collection and organization of social and economic data used in the planning and development of human services programs, policies and systems; the ability to make technical studies and surveys and to analyze and evaluate said data and make policy and system recommendations; the ability to understand and use electronic file maintenance in effective working relations with federal, state and community officials as well as the general public; and related capacities and abilities.
Education And Experience
Education: Such as may have been gained through: graduation from a college of recognized standing; and
Experience: Such as may have been gained through: employment in a responsible technical capacity in human service programs.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Human Services Policy & Systems Specialist
(Health Information Coordinator)
This position within the Office of Healthy Aging, reports to the Health Information Manager within the Medicare and Home Care Unit.
Benefits
The Health Information Coordinator is an integral part of the Medicare and Home Care Unit and is responsible for assisting older adults and family caregivers navigate complex health insurance and benefits options. Under the direction of the Health Information Manager, the Health Information Coordinator will:
- Be cross trained in all programs within the Medicare and Home Care Unit, including SHIP, RIPAE, BEC, At Home Cost Share, and other benefits available to Rhode Island's older adults.
- Work with a diverse population of older adults, families, and caregivers.
- Collaborate with community partners to ensure older adults are connected to the appropriate benefits and services.
- Provide State Health Insurance Assistance Program (SHIP) counseling, education, and assistance to Medicare beneficiaries, families, and caregivers with their Medicare options via in-person or phone appointments.
- Provide education and assistance to Medicare beneficiaries, their families, and caregivers to prevent, detect, and report Medicare fraud, errors, and abuse through our Senior Medicare Patrol (SMP) program..
- Provide education, screening, and enrollment assistance to Medicare beneficiaries regarding Medicare assistance programs that can help them save money on their Medicare costs.
- Process and maintain Rhode Island Pharmaceutical Assistance to Elders (RIPAE) Program applications, documents, application forms, outreach materials, etc.
- Assist with maintaining and managing the 1-800 SHIP/ SMP line to help assist Medicare beneficiaries. Provide information, screening, eligibility, and enrollment through individual interactions and outreach events, including health and resource fairs, and conduct community presentations.
- Assist partner agencies in the community during Medicare Open Enrollment.
- Maintain and submit CMS Complaint Tracking Module (CTM) requests from partner agencies and on behalf of Medicare beneficiaries.
- Assist with completing SMP Complex Interactions relating to Medicare fraud cases.
- Assist with strategizing innovative ways for program(s) enhancement and/or expansion.
- Assist with the evaluation and overall effectiveness of the program.
- Assist the Volunteer Coordinator with recruitment of volunteers.
- Assist with providing onboarding and continuous training and education to partner agencies and volunteers with respect to program initiatives, policies, goals, and outcomes.
- Implement initial assessments and annual recertifications for partner agencies and volunteers.
- Attend meetings, webinars, workgroups, and conferences as needed or required.
- Maintain access to required databases and resource centers to be able to assist Medicare beneficiaries and remain in compliance with federal programs requirements, such as: CTM, MARx, Bridges, MMIS, STARS, SIRS, SHIP TA, and SMP Resources.
- Enter monthly data entry of SHIP/SMP Interactions into STARS and SIRS reporting systems for federal reporting requirements.
- Complete SHIP Training and Certification
- Assist with OHA At Home Cost Share related duties such as, application review, care plans, approval of services, and working with case management agencies as needed.
- Perform other duties as assigned that are directly related to the major responsibilities of the position.

- Possess strong and effective communication, interpersonal, facilitation, and presentation skills.
- Possess a strong knowledge of computer programs and experience working with web-based data systems.
- Take initiative, multi-task, possess good judgement, and work independently and as part of a team, both within state agencies and with federal, municipal, and community-based partners.
- Can exercise a wide degree of independent judgement, decision making and action.
