POSITION SUMMARY

The HRMC Facilities Director manages the Health First’ Holmes Regional Medical Center’s campus and assists with overseeing facilities operations, managing budgets, directing routine maintenance, responding to emergencies, managing risk, managing construction/contractors, and conducting site inspections. The HRMC Facilities Director contributes by directing the Facilities department's activities and resources to ensure alignment with the mission, values, and objectives Health First’s Integrated Delivery Network (IDN).

PRIMARY ACCOUNTABILITES

  • Plans, directs, controls, implements, and oversees assigned maintenance and preventative maintenance programs, while actively ensuring lowest controllable cost, optimum operation of equipment, satisfactory results from maintenance and repair or installation work, and full utilization of assigned personnel.
  • Develops and implements plans and projects to improve operational efficiency and effectiveness. Monitors and reports status and progress to System Facilities Director.
  • Supports with the establishment of priorities, expedition of maintenance crew work assignments, and inspection of work.
  • Monitors expenditures and ensures compliance with budget. Promotes effective use of resources. Has direct accountability for the creation and performance of an annual facilities operational budget to include utilities forecasting.
  • Ensures Preventative Maintenance inspections are completed as scheduled. Plans and schedules work for contracted and non-contracted maintenance and repair assignments.
  • Verifies Adherence that facility and engineering department(s) are in compliance with all Federal and State agencies including the Agency for Healthcare Administration (AHCA), The Joint Commission (TJC) and all other local and state regulatory agencies having jurisdiction, assisting in accompanying government authorities in the event of facility inspections.
  • Communicates regularly with senior management and executive level leadership on matters concerning plant operations and facilities. Gathers, analyzes, compiles, and records data and information for reports, studies, or surveys. Approves or recommends approval for materials, equipment and supplies and Assists in analysis, evaluation, and recommendation of maintenance and repair procedures, work, and timeliness. Develops and maintains a comprehensive five (5)-year capital replacement plan for the facilities, the building systems and building equipment.
  • Manages and Oversees all Construction Projects, attends meetings and coordinates all hospital shutdowns, acts as a project manager and schedules, monitors, and inspects work provided by in house craftsman and outside contractors to ensure work meets appropriate standards.
  • Maintains all required documentation and provides regular reports on the performance of the engineering department including but not limited to financial, compliance with regulatory requirements, utility costs, customer service and quality.
  • Makes sure of the overall safety of the facility and is chair of the Site EOC Committee, leads facility-related input for in the Water Management Committee and is a key stakeholder and participant in Emergency Management, assumes a key role in the incident command structure during national, state, local and internal emergencies situations as they arise.

Work Experience

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Construction Management, Engineering, Architecture, Health Care Administration, or relevant field.

Work Experience:

  • Five (5) years’ progressive experience in facilities management.
  • Five (5) years’ experience in leadership.

Licensure: None

Certification: None

Work Experience In Lieu of Education: Additional Ten (10) years’ experience in Facilities Management.

Skills/Knowledge/Abilities:

  • Robust understanding of Florida Building Code, AHCA, Joint Commission and other healthcare regulatory agency facility requirements.
  • Proficient in Microsoft Office – Outlook, Word, Excel, PowerPoint.
  • Ability to work autonomously with minimal supervision.
  • Demonstrated analytical and problem-solving skills.
  • Ability to maintain the highest level of confidentiality.
  • Demonstrated sound decision-making and financial acumen.
  • Possesses detailed knowledge and working experience with all Life Safety and Environment of Care standards.

PREFFERED QUALIFICATIONS

Education: Master’s degree in Construction Management, Engineering, Architecture, Healthcare Administration (MHA), or relevant field.

Certification:

  • Certified Facility Manager (CFM).
  • Certified Healthcare Facility Manager (CHFM).

PHYSICAL REQUIREMENTS

Majority of time involves sitting or standing; occasional walking, bending, and stooping.

Long periods of computer time or at workstation.

Light work that may include lifting or moving objects up to 20 pounds with or without assistance.

May be exposed to inside environments with varied temperatures, air quality, lighting and/or low to moderate noise.

Communicating with others to exchange information.

Visual acuity and hand-eye coordination to perform tasks.

Workspace may vary from open to confined.

May require travel to various facilities within and beyond county perimeter; may require use of personal vehicle.
