Description
Health, Housing and Homeless Services (H3) is a division of Contra Costa County Health Services. The Health, Housing and Homeless Services Division integrates housing and homeless services across our health system; coordinates health and homeless services across county government and in the community; and works with key partners such as the Employment and Human Services Department, the Housing Authority, school districts, housing providers, law enforcement and cities to develop innovative strategies to address the community’s health and social needs (https://cchealth.org/h3/).
H3 holds multiple roles within Contra Costa’s Homelessness Continuum of Care (CoC). One of H3’s primary roles is functioning as the Homeless Management Information System (HMIS) Lead Agency. The HMIS is the central database to collect, track, analyze and report uniform client and activity data regarding the provision of shelter, housing, and services to individuals and families experiencing homelessness or who at risk of homelessness within the Contra Costa CoC region.
The HMIS Programmer/Analyst will be responsible for a variety of data and administrative tasks related to the HMIS, including but not limited to HMIS usage across partnering agencies, data management, analysis, dashboard and report development, and monitoring of programmatic and client level data.
Salary: $28.35 - $33.60 Hourly

Essential Functions
- Assist in the development, automation, and upgrading of queries, reports, and dashboards
- Design and create technical specifications, including process flows and data reporting requirements
- Analyze and present program-level and system-level homelessness data to CoC stakeholders
- Collaborate with partner agencies to translate specific data needs into solutions using HMIS and other tools
- Assist with the importing and exporting of data from multiple sources
- Provide 2nd tier HMIS troubleshooting and technical support to CoC provider network
- Attend and facilitate HMIS-related meetings
- Provide administrative support, including drafting user manuals, wiki guides, creating/revising forms, invoices, and reconciling reports as needed.
- Other duties as assigned by the HMIS System Administrator
- Intermediate or advanced knowledge of relational database management systems
- Intermediate to advanced skills in Excel
- Beginner to intermediate skills in Python
- Strong verbal and written communication skills.
- Ability to manage multiple projects, prioritize, and meet deadlines with minimal supervision.
- Strong attention to detail and analytical skills. Ability to translate and reconcile agency needs to software requirements.
- Proficiency in troubleshooting computer software and hardware issues.
- Must demonstrate a professional demeanor, be personable and able to interact with diverse audiences and maintain good communication channels.
- Be fingerprinted and pass a criminal background check.
- Associates Degree in Mathematics, Computer Science, or related coursework, or 5+ years in a Data Analyst or Coder/Programmer role
- Experience in IT strategic planning and IT project management.
- Strong SQL skills, including the ability to write queries and stored procedures
- Experience with data analytics tools such as Looker, Tableau, or Qlik.
- Experience with scripting languages such as Python or R
- Experience with HMIS software
- Experience with XML and data migrations
