Department: Fiber - Fiber Network Design and Implementation Services
Location: Lubbock, TX
We are now seeking a full-time Environmental Specialist to assist us with our current telecom permitting projects in our Lubbock, TX office. The environmental specialist would assist the current team with the research and application process of completing and submitting permits to municipalities and other governing agencies for the placement of fiber optic cable for our clients.
Responsibilities & Duties
- Works with city, township, and rural municipalities to obtain all easement, Right-of-Way (ROW), notices, or other use agreements
- Support and oversee the development of state and local land use and environmental permitting efforts, including conditional/special use permits and certificates of environmental compatibility, among others.
- Secures project authorizations and approvals that may be required by federal, state or local governmental authorities
- Provide status reports to senior management and team members to keep them apprised of progress and any anticipated issues
- Work may include project compliance or fieldwork support, budget and milestone coordination, and proposal or scope-of-work development support.
- Attend meetings with clients and be able to articulate updates on projects.
- Provide excellent leadership at the project, team, and office level by demonstrating leadership behaviors and professionalism.
Education:
- Bachelor's degree in biology or related sciences; OR 30 credit hours in Biology combined with relevant field experience required.
- Candidate should have an extensive working knowledge of federal and state laws (e.g., NEPA, NHPA, CWA, and ESA) governing natural resource management.
- Demonstrated experience with federal agencies such as the US Army Corps of Engineers (USACE), Federal Energy Regulatory Commission (FERC), Bureau of Land Management (BLM), US Forest Service (USFS), and/or US Fish and Wildlife Service (USFWS), and other state/local agencies is preferred.
- Experience and ability to manage multiple smaller projects or one or two larger projects in diverse settings and with changing requirements.
- Able to resolve conflicts in a timely and professional manner.
- Strong Microsoft Office and Excel skills.
- Familiarity with Google Maps, GPS, and GIS is preferred.
- Able to read maps.
- Strong research skills.
- Must have good communication skills, both verbal and written.
- Should be organized, highly detail-oriented, and able to work within deadlines.
- Regular, consistent, and punctual attendance with overtime as necessary.
