Job Summary
As an Environmental Science Specialist, you will research, design, plan, and perform technical duties to support revisions to Arizona’s State Implementation Plan (SIP) under the Federal Clean Air Act. This includes assisting with the development of the planning and technical components of pollutant-specific nonattainment area, infrastructure, and rule-based SIPs, as well as other regulatory required reports to be submitted to the U.S. EPA.
This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties
Develop SIPs: Work as part of a team to develop and utilize accurate air quality data, air pollution control analyses, emissions inventories, and emissions modeling demonstrations to develop defensible SIPs.
Review Relevant Materials: Conduct statistical analyses, literature reviews, and research of technical materials to understand the nature and cause of air quality problems in Arizona and the Western United States.
Facility Emissions Report Evaluation: Work with the technical team to assist regulated parties with emissions reporting requirements and review submitted reports for accuracy and compliance with applicable regulations.
Engage with the Public: Coordinate, host, and prepare materials for public meetings, hearings, and presentations for the regulated community and general public.
Internal Collaboration: Work closely with other ADEQ Sections focused on air quality data assessment and monitoring, air quality permits, and air quality compliance to ensure SIPs and state rules are based on and contain accurate data, relevant regulations, and applicable compliance methodologies.
External Collaboration: Work closely with federal and local state agencies, including U.S. EPA, local air pollution control agencies, tribes, cities, counties, etc., regulated facilities, and stakeholders to draft data driven SIPs and state rules with the objective of achieving measurable pollution reduction.
Knowledge, Skills & Abilities (KSAs)
Knowledge of State and Federal environmental regulations, environmental science and technology principles and practices, chemicals regulated by the Clean Air Act under the National Ambient Air Quality Standards, and entry level modeling practices are a plus but not required.
Skill in technical writing, research and summary, modeling, and collaboration.
Ability to understand and interpret environmental rules and statues; follow guidance documents, standard operating procedures, and other technical instructions in performance of tasks; balance, prioritize and organize multiple tasks and complete assignments by applicable deadlines; synthesize feedback and adjust plans accordingly; develop and write technical documentation; and summarize completed tasks and recommendations to senior staff through written and verbal reports.
