Position Summary: New York City Public Schools (NYCPS) provides resources and programs to improve building and resource efficiency, addressing environmental issues and social inequities to support lasting change. The collaborative team manages numerous programs across nearly 1,600 schools and 1,500 buildings that foster stakeholder engagement, climate action, and optimize operations to reduce environmental impact.



The Office of Energy & Sustainability (OES) works with school-based stakeholders, central NYCPS Offices, non-profit partners, and other City agencies to reduce greenhouse gas emissions, reduce waste and maximize waste diversion, and support the connection of climate and sustainability leadership and action to staff and students. The mission-focused Office supports a variety of ambitious, City-aligned sustainability and climate goals and Mayoral initiatives.

The Emissions Analyst will provide high-level analysis to support all decarbonization efforts performed by the Energy Management Team in accordance with Local Law 97 (Climate Mobilization Act) commitments, including greenhouse gas emissions and energy consumption data, accounting, and tracking. The role will lead various tasks related to greenhouse gas emissions analysis and tracking, energy data analysis, verification, reporting, and alignment between NYCPS and partner agencies/organizations with the goal of tracking agency progress toward commitments under Local Law 97 (NYC Climate Mobilization Act). The incumbent must be comfortable working with large data sets and possess analytical skills to interpret data to make strategic recommendations to OES Leadership. Performs related work.

Key Relationships: Work closely with Chief Sustainability & Decarbonization Officer and Director of Energy Management, Energy Managers, technical and Maintenance teams, Custodian Engineers, Division of School Facilities- central and borough teams, contractors, school-based staff, Department of Citywide Administrative Services’ (DCAS) Division of Energy Management (DEM), and School Construction Authority (SCA), Mayors Office of Climate & Environmental Justice and Department of Buildings.

Responsibilities

  • Support decarbonization strategy and planning through complex energy calculations and analysis, greenhouse gas accounting, data management, metrics tracking, and reporting per Local Law 97 requirements and targets.
  • Develop and/or optimize systems and processes to maintain data quality.
  • Consolidate data across all buildings, programs, and energy management projects to track emissions, consumption, and conditions (e.g. equipment and/or known maintenance issues) to optimize efficiency.
  • Conduct high-level analysis of energy performance, emissions profiles of school buildings, and investigate data correlations with building characteristics such as use, age, and construction type.
  • Develop relevant building typologies for project identification and prioritization.
  • Make recommendations to senior staff to reach continuous improvement goals and maintain rigorous data quality control/quality assurance across the portfolio.
  • Identify NYCPS-specific energy and emissions reduction targets and develop a robust outyear queue of work in coordination with Energy Managers and Energy Project Managers.
  • Recommend energy conservation measures (ECMs) for each building typology to enable NYCPS to scale energy project implementation; refine assumptions and standards for estimating energy and emissions savings that can be achieved from potential ECMs.
  • Support project measurement and verification:
    • Perform rigorous analysis to validate the energy savings benefits of projects.
    • Ensure that systems and equipment are meeting performance objectives and strengthen operations practices.
    • Performance tracking and reporting:


    • Track and evaluate the overall success of energy and emissions reduction efforts.
    • Develop energy performance indicators. Identify and evaluate the impact of competing initiatives, policies, and priorities on emissions.
    • Liaise with SCA:


    • Assess discrepancies between NYCPS/DSF and SCA datasets and work to resolve; review specifications, new technology, project identification.
  • Set goals, develops performance metrics, tracks progress, and recommends areas of improvement and/or opportunity for decarbonization in coordination with the Energy Management team.
Qualification Requirements

Minimum

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

In addition to meeting the minimum requirements, individuals must have two additional years of the experience described in "1" above.

  • Good sense of humor and exceptional interpersonal skills; the ability to work cooperatively with a dynamic office, division, and broader organizational teams/staff, agency and community partners.

Salary: $100,904 - $110,000

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
