The Position
We are seeking a knowledgeable, mission-driven leader to oversee our Residential and Personal Supports programs for individuals with intellectual and developmental disabilities. This strategic leadership role is responsible for ensuring compliance with Maryland DDA regulations, coordinating nursing and medical support, managing staffing and service delivery, and aligning funding to meet individual needs.
The ideal candidate will have strong expertise in LTSS funding, Modified Service Funding Plans (MSFPs), DSAs and service authorizations, and the implementation of nursing and health services. Experience using iCare or similar electronic health record systems, leading teams, and navigating regulatory audits and compliance processes is essential.

Roles And Responsibilities
The Director will oversee daily operations of the of Residential and Personal Supports programs to ensure high-quality, person-centered delivery. The Director will also:
- Ensure all supports are delivered in alignment with DDA regulations, LTSS billing, and individual PCP goals.
- Coordinate with nursing to ensure all staff implement MTTP policies and procedures consistently.
- Work with various medical team members to ensure all dietary needs are met for the people supported.
- Supervise and mentor Residential Coordinators and frontline staff, support team development and performance.
- Monitor staffing schedules to ensure proper ratios are consistently met.
- Ensure timely and accurate incident reporting and appropriate follow-up with appropriate personnel, guardians, parents, and/or outside agencies.
- Coordinate with HR to support recruitment, hiring, and retention of qualified Residential staff.
- Conduct routine site visits to monitor safety, documentation, and quality of services.
- Oversee department budget, ensure funding aligns with approved services, and support accurate LTSS claims.
- Participate in QIO and other compliance audits; ensure documentation, corrective actions, and quality standards are maintained.
- Collaborate with leadership to ensure strategic alignment with agency goals.
- Attend executive leadership meetings and participate in ongoing industry-related training.
- Works with the CPO and CEO to ensure the program’s direction is strategically in-line with that of the company.

Experience and Attributes
- Bachelor’s degree in human services, Nursing, Public Health, or related field; or
- Minimum of seven (7) years of supervisory experience in the Human Services field.
- Strong knowledge of Maryland DDA services, including LTSS funding, DSAs, and Modified Service Funding Plans (MSFPs).
- Demonstrated understanding of residential operations, person-centered planning, and service coordination.
- Familiarity with COMAR regulations and current trends in supporting people with intellectual and developmental disabilities. Proficient in Microsoft Office and comfortable using electronic systems (e.g., iCare, LTSSMaryland).
- Strong leadership, communication, organizational, and analytical skills.
- Must successfully complete all required DDA training and maintain credentials.
- Medication Technician Certification (MTTP) is required within 90 days of hire and must be maintained.
- Commitment to ensuring health, safety, and rights of individuals supported.
- Ability to coordinate with nursing and clinical teams on health plans, medications, and dietary needs.
- Valid U.S. driver’s license and acceptable driving record.
- Acceptable criminal background check.
- Commitment to confidentiality, dignity, and respect for all individuals supported.
- Ability to travel to various program sites across Maryland.
