The Director of Operations will oversee financial operations and provide management reporting to ensure that the office meets or exceeds its financial targets and utilizes its resources in the most effective manner possible across all programming in the office. The Director of Operations will be a strategic thought partner and play a critical role in partnering with senior leadership in policy decision-making as the organization continues to enhance its ability to provide quality support to schools. The Director of Operations, IESP will provide human resource operational support to the office which includes all activities related to personnel staffing, including creating job descriptions, civil service leveling, and system staffing transactions and maintenance. Performs related work.

Responsibilities
Finance
- Oversees and leads annual budgeting and planning process; administers and reviews all financial plans and budgets; monitors progress and changes and keeps leadership team abreast of the organization’s financial status.
- Exercises primary responsibility over the accounting, reporting, budgeting, and monitoring of all financial matters, including all funding activities.
- Advises and assists management officials on complex fiscal matters, budget considerations, transfer of funds, and other fiscal matters.
- Develops and implements fiscal policies and procedures, analyzing the financial position of the organization, and managing day-to-day accounting functions, including general ledger, accounts payable/receivable, payroll/benefits, and bank reconciliations.
- Works with Leadership and teams to use and manage resources effectively, in keeping with Division and Chancellor Initiatives.
- Manages and continually refines the organization’s financial system to ensure maximum productivity and scaffold organizational growth.
- Provides overall financial oversight and monitoring for all programs within the office.
- Analyzes confidential and sensitive data.
- Oversees functions of office titles and ensures regulatory oversight and legal compliance.
- Leverages knowledge of cross-functional activities to drive organizational efficiency.
- Ensures the quality, accuracy, and timeliness of business unit Operating Plan, forecasts, monthly reports, and other plans as applicable.
- Provides broad analytical and operational perspective based on sound analysis and projections, to help inform and improve objectives.
- Ensures that Leadership understands operational implications of budget decisions and financial results to help make informed decisions.
- Strengthens department-wide data collection, sharing, and usage in activities evaluation.
- Prepares and presents business results, financial projections, and analyses to Leadership as needed.
- Develops and implements a system for regular tracking and reporting on progress regarding business operations, including staffing, spending, and procurement activity.
- Serves as a resource for HR matters regarding Galaxy/NYCAPS/APRL transactions and information.
- Tracks the status of all office personnel and reports regularly.
- Monitors the employment and usage of civil service titles, budget, and allocations for adherence to NYCPS. Determines whether union or managerial/confidential designations are appropriate for newly created positions.
- Ensures that office initiatives and operations are supported with effective and efficient procurements and contracts.
- Supervises procurement activity, contracts, and RFPs to improve efficiency and reduce liability.
- Identifies opportunities to improve efficiencies within the school support structure; creates policies to actualize these improvements and manages policy implementation to cultivate an office environment of transparency, integrity, and customer service.
- Provides Leadership direction, counsel, and support on the development of key budget and operations initiatives by taking a lead role in budget and operations activities, inclusive of project management, strategic planning, and communication efforts.
- Supports critical strategic initiatives related to budget and operations.
- Develops appropriate templates and materials to support budget build process; advises teams with consideration of historical spending patterns and future spending requirements.
- Leads the development of strategies related to the process and timeline for budget building process to ensure adherence to NYCPS deadlines.
- Supports timeline and process for the Division’s end of year spending process, including developing templates and supporting documentation relating to the end of year spending process.
- Provides technical assistance to various teams in connection with the planning and preparation of budgets utilizing Microsoft applications, including Excel.
- Advises teams on forecasting budget needs, ensuring that all budgets are scheduled and on track for proper and full expenditure on a timeline compatible to NYCPS’s end of year budgetary deadlines.
- Develops, disseminates, and drives communications around budgetary initiatives across operation work streams, including regular reporting to teams on budget, encumbrances, and vacancies.
- Collaborates with division leadership and management to understand and anticipate hiring strategy and needs.
- Creates and finalizes job descriptions with division leadership and management.
- Makes recommendations on civil service titles and levels/grades
- Provides appropriate decision-making input to proposed employee salary changes.
- Acts as the hiring manager for staffing needs and liaise with DHR to ensure posting of jobs.
- Conducts resume reviews and makes recommendations.
- Manages system transactions related to staffing and HR.
- Manages onboarding of all staff members.
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.
- Experience building and implementing processes and systems.

- Experience managing the administration, development, and implementation of a product or program.
- Strong strategic thinking, project management skills, attention to detail, and the ability to proactively identify key issues and risks.

- Experience or working knowledge of the public sector and/or interest in public education.

- Prior experience working in a fast-paced, complex working environment.
- Strong influencing, credibility, and interpersonal skills.
- Strong written and oral communication skills.
- Proficient with Microsoft Applications, e.g., Outlook, Word, and Excel.
