Position Summary: The Office of Food and Nutrition Services (OFNS) employs a workforce of over 8,000 employees in 1,600 locations to prepare and serve New York City Public Schools (NYCPS) students over 150 million meals annually. To carry out this work OFNS annually uses +$300M of equipment, food, supplies and services purchased under contract, and + $40M of Federally supplied food commodities.

The Deputy Director, Training Analytics will lead the development, management, and evaluation of OFNS’s training programs through robust data analytics and performance measurement. The role will apply advanced analytics to forecast workforce needs, measure training outcomes, and drive continuous improvement across a large-scale operation. This leader will provide actionable insights that strengthen workforce readiness, inform strategic decision-making, and ensure OFNS training initiatives are impactful, efficient, and aligned with organizational goals. Reports to: Senior Director of Training and Professional Development

Direct Reports: Training Development Coordinators

Key Relationships: Relationships will be fostered with OFNS central directors, administrators, internal field operations staff and NYCPS central administration. Relationships will also be built with Training and Professional Development leads throughout the United States to hone in on best practices and changes to Child Nutrition Program policies.

Responsibilities

  • Develops and leads the analytics strategy for training and professional development across OFNS, ensuring programs are data-driven and outcome-focused.
  • Advises senior leadership on workforce readiness, training needs, and resource allocation by providing actionable insights derived from predictive models and trend analyses.
  • Aligns training analytics with organizational objectives, Mayoral initiatives, and citywide workforce strategies.
  • Designs and implements metrics, dashboards, and reporting systems to monitor training participation, completion, compliance, and impact on organizational performance.
  • Leads statistical analysis, ROI assessments, and cost-benefit studies of training initiatives to ensure effectiveness and fiscal responsibility.
  • Conducts forecasting and scenario modeling to anticipate staffing and training demands across 8,000+ employees.
  • Translates complex data into accessible insights for executive audiences, producing recommendations that shape strategic decision-making.
  • Establishes frameworks for evaluating training program outcomes, identifying skill gaps, and recommending adjustments to enhance effectiveness.
  • Leads needs assessments across districts and regions, combining quantitative data with stakeholder feedback to inform program design.
  • Benchmarks OFNS training programs against national school nutrition best practices, ensuring continual improvement and innovation.
  • Partners with internal leaders (HR, Operations, Finance, Menu Management) to integrate training analytics into broader workforce and operational planning.
  • Engages with community-based organizations and external partners, leveraging data to strengthen recruitment pipelines and training outcomes.
  • Represents OFNS in inter-agency and national forums on workforce development and training analytics.
  • Oversees data collection, management, and integrity for all training-related information systems.
  • Implements standards, protocols, and tools to ensure accuracy, reliability, and consistency of reporting.
  • Guides the adoption of emerging technologies and platforms to enhance data analysis and training delivery.
  • Supports the Senior Director in oversight regarding the strategic planning, coordination and execution of training programs, staff workshops and initiatives across OFNS.
  • Guides, launches and manages training programs and initiatives, ensuring they are delivered effectively and efficiently.
  • Leads, manages and mentors Training Development Coordinators and citywide training managers, ensuring alignment with organizational goals and consistency with the Executive Director’s mission and vision.
  • Assists in the creation and implementation of comprehensive training programs including but not limited to:
  • New employee onboarding
  • Federal, State and local mandated training
  • Career progression and leadership development
  • Succession planning and talent management
  • Rewards and recognition strategies

Qualification Requirements

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

Preferred

  • Master’s degree in data analytics, education leadership, public policy, or related field.
  • Demonstrated expertise in data analysis, forecasting, and reporting, with advanced proficiency in Microsoft Excel and familiarity with business intelligence tools.
  • Strong record of applying analytics to improve workforce performance and organizational outcomes.
  • Experience designing and evaluating large-scale training programs in a complex public-sector or educational environment.
  • Exceptional written, spoken, and presentation skills, with ability to communicate complex data clearly to senior leadership and diverse stakeholders.
  • Proven leadership, project management, and change management skills.
  • Ability to balance strategic thinking with attention to operational detail in a fast-paced, high-impact environment.

Salary: $102,286 - $112,515

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
