Department Of Finance
The Department of Finance has a full-time staff of 23 employees in services areas of Accounting & Treasury, Purchasing & Risk Management, Tax Collection, Assessment and General Services. Safeguarding city assets in compliance with NYS Law, City Charter, and Generally Accepted Accounting Practices (GAAP) is paramount.
Finance Commissioner
The Commissioner shall have full authority over the management and administration of the financial affairs of the City under the direction of the City Manager. Duties shall include, but not be limited to: the preparation and compilation of current income and expenditure estimates for the annual budget, including capital budget estimates; the supervision of the receipt, custody, and disbursement of all City funds; the oversight of accounting records, payrolls, pre-auditing, and the processing and payment of invoices; the development and implementation of financial plans and budgeting; the preparation and submission of financial reports to the City Manager and City Council; the establishment and maintenance of uniform systems of accounts and records for all administrative departments and officials; and the examination and audit of all claims for payment.
Qualifications
Candidates should have a minimum of 5 years’ experience (including preparation of budgets for a municipal government) of which 3 must be in a high-level management position. Must be inclusive of forecasting revenue and expenditure. Knowledge of public administration with the ability to write and speak effectively is essential in this position. A Bachelor’s or Master’s Degree in Accounting, Business or Public Administration, or a closely related field. CPA preferred.
EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Oversees the administration of the City’s Procurement Program according to the City’s Procurement Policy and General Municipal Law which includes the purchase, storage and distribution of all supplies, materials, equipment and other articles used by any office, department or agency of the city government and sell any property no longer needed for city purposes, no sale to be made, however ,without written authorization of the City Manager;
Prepare comprehensive annual budgets, prepare and direct annual audits and financial reporting, oversee financial analyses, manage grant compliance, and assist other departments with budget preparation, and financial compliance;
Participates with the City Manager and City Council to develop short- and long-range financial plans, alternative strategies, and fiscal policy for the City;
Prepare complex financial reports for various stakeholders, including City Council, City Manager, and regulatory agencies.
Audit all claims presented to the city for payment. No claim for payment shall be paid by the city unless it has been audited and approved by Commissioner of Finance;
Selects, develops, motivates and appraises the performance of key subordinate staff to assure current department effectiveness and continuity to meet future financial management requirements;
Oversees the administration of the City’s Risk Management Program including Workers Compensation, claims process, maintenance of adequate coverage, ensuring compliance with local, state, and federal laws, and coordinating with auditors during financial and accountability audits;
Serves on the Board of Directors, as the Treasurer, of the New Rochelle Downtown Business Improvement District ("BID");
Serves as the Comptroller of the New Rochelle Industrial Development Agency and Corporation for Local Development;
Maintains favorable relationships within the financial community to assure continued awareness of the City’s financial health, adequate and appropriate funding sources, and retention of the City’s bond rating;
Formulates and implements departmental policies regarding financial transactions and revenue collection to ensure the maximum return on investments while properly maintaining the City’s cash flow position;
Oversees the collection of property tax payments for the City, City School District, and County;
Directs the City’s accounting, financial reporting and accounts payable functions and develops and implements accounting policies and systems, and internal controls to assure timely, accurate and meaningful financial analysis and reporting, and proper disposition of all claims for payment by the City including proper funds disbursement;
Perform such other and additional duties as may be prescribed by City Manager;
