Are you a strategic thinker with deep expertise in public procurement and contract management? The Town of Brookline is seeking a highly skilled Chief Procurement Officer (CPO) to lead strategic purchasing for both the Town and School Departments. This is a pivotal leadership position responsible for ensuring that all procurement activities meet legal, ethical, and fiscal standards while supporting departments with high-quality goods and services.
Reporting to the Finance Director, the CPO ensures compliance with Massachusetts General Laws Chapter 30B and leads initiatives that enhance efficiency, transparency, and fiscal responsibility in all procurement activities.

Reporting to the Finance Director, the CPO ensures compliance with Massachusetts General Laws Chapter 30B and leads initiatives that enhance efficiency, transparency, and fiscal responsibility in all procurement activities.
Key Responsibilities
- Lead and manage all procurement operations across Town and School Departments
- Supervise a team of three full-time procurement professionals
- Ensure compliance with MA procurement laws, minority participation rules, and ethical standards
- Prepare and review bids, RFPs, and contracts; appoint proposal review committees
- Negotiate with vendors to secure high-quality, cost-effective products and services
- Oversee procurement recordkeeping, contract execution, and vendor performance evaluation
- Support various committees (e.g., EMS Operations, Cable TV, Health Care) and contribute to Town planning initiatives
- Develop procurement training materials and mentor internal stakeholders
Education & Experience:
- Bachelor’s degree in Business Administration, Public Administration, or related field
- Minimum 5 years of progressively responsible procurement experience with a proven ability to manage complex, multi-departmental purchasing processes.
- Strong leadership and supervisory background
- Certified Purchasing Manager (CPM) – National Association of Purchasing Management
- Certified Public Purchasing Officer (CPPO) – National Institute of Governmental Purchasing
- Expert knowledge of Massachusetts procurement laws and bidding requirements
- Strong ability to write clear specifications, contracts, and technical documentation
- Detail-oriented with excellent organizational, analytical, and reporting abilities
- Proficient in Microsoft Office Suite, including Word, Excel, and database management tools
- Skilled in stakeholder communication and interdepartmental collaboration
- Ability to read and interpret blueprints and technical documents
- Office-based position with occasional evening meetings required
- Regular interaction with internal departments, vendors, and public stakeholders
- Handles confidential and sensitive information related to bids and contracts
- Must manage multiple priorities and meet critical deadlines
