Maine Connectivity Authority is seeking a Chief Engagement Officer, to lead strategy and execution for the organization’s external engagement functions, including communications, policy, community engagement, resource development, and digital opportunity programs and partnerships. As a member of the executive leadership team, the Chief Engagement Officer will be responsible for both high-level strategic planning and hands-on execution, ensuring that communications, policy, and community engagement strategies are coherent, integrated, and positioned to strengthen program outcomes. 


Requirements of the Chief Engagement Officer:

  • Bachelor’s degree in Public Policy, Public Administration, Communications, Business, or a related field required; master’s degree preferred. 
  • 10+ years of experience in one or more of these areas: communications, public policy, community engagement, resource development, and public-private partnerships, with at least 5 years in a senior leadership role. Experience and comfort with resource development, fundraising, and/or donor gift acquisition are a must. 
  • Demonstrated experience overseeing multiple functions or departments and working at the executive level. 
  • Knowledge of non-profit, governmental or quasi-governmental entities, including federal funding. 
  • Digital strategy or digital opportunity-related certifications (e.g., Digital Inclusion Certificate) are a plus. 
  • Training or certification in diversity, equity, and inclusion engagement practices preferred. 
  • Ability to establish and maintain professional relationships with communities, agencies, non-profit and for-profit partners and internet service providers. 
  • Occasional overnight travel may be required. 
  • Occasional daily travel to meetings and project locations. 
  • Attendance and participation in frequent meetings (internal, external and blended). *Attendance may be virtual as needed, with in-person meetings to be determined.

Responsibilities of the Chief Engagement Officer:

  • Serve as a member of the executive team, contributing to overall organizational strategy and decision-making, and resource development. 
  • Lead the development of a unified engagement strategy across communications, policy, community engagement, resource development, and digital opportunity partnerships in the state. 
  • Oversee and steward key institutional partnerships with higher education institutions, the Maine State library system, workforce organizations, and others, as part of a growing ecosystem of partners working together to ensure accessible and affordable broadband and digital skills in the state. 
  • Lead resource identification and fundraising efforts to marshal resources for the organization, including the development of strategic relationships and donor management. This position will lead the team’s development of the multi-million-dollar campaign for the Digital Opportunity Fund. 
  • Guide policy strategy, including coordination with federal delegation and state policy makers, other states, and other national policy partner organizations. This will include overseeing or managing the submission of legislative testimony as needed, coordinating the education of legislative staff, and supporting the President in relationships with legislators. 
  • Establish and execute a plan with MCA’s research and data and other program staff for evaluating and tracking the impact of digital opportunity activities and successfully conveying the outcomes and stories for the purpose of articulating the value of this work for several audiences, including funders, legislators, and collaborating partners. 
  • Collaborate with the grant administration and research and data teams to ensure engagement functions support program success and impacts are tracked and understood.
