Job Summary
A Buyer provides negotiation, purchase order and administrative support to the Procurement Manager with regard to request for quote (RFQ), request for proposal (RFP), Purchase Order creation, warehouse inventory management as required, contract filing and processing, goods reception and goods issue of all materials, services and goods under the responsibility of Procurement.

Job Summary
A Buyer provides negotiation, purchase order and administrative support to the Procurement Manager with regard to request for quote (RFQ), request for proposal (RFP), Purchase Order creation, warehouse inventory management as required, contract filing and processing, goods reception and goods issue of all materials, services and goods under the responsibility of Procurement.
Job Responsibilities
- Executes RFQs and RFPs to vendors as needed
- Creates new vendor requests as per policy
- Places Purchase Orders for replenishment and/or planned consumption of materials under agreement
- Works with negotiations, Legal and Risk on contracts as defined by the Procurement Manager and per policy and limits of authority
- Works with vendors to arrange orders and ensures vendor performance and delivery
- Expedites work flows to ensure timely payment to vendors
- Expedites the timely delivery materials that were requested to the warehouse
- Provides tracking to end-users on status of purchase orders
- Ensures availability of the inventory levels for materials in the warehouse
- Prepares timely reporting for Procurement Manager
- Is responsible for ensuring correct vendor management within the policies of Procurement and the SSO with regard to vendor creation, payment terms, and certificates of insurance (Risk management)
- Adhere to all CEMEX, OSHA, and MSHA rules and regulations at all times and wear proper safety equipment while on plant grounds
- Meet or exceed company safety standards
- Perform other job responsibilities as assigned by management
- Bachelor’s degree
- 3-5 years previous experience in Purchasing / Operational area
- High efficiency in SAP
- Negotiation experience
- Capable of handling and processing large amounts of information
- Team work oriented
- Ability to interact with different areas
- Effective communication
- High ethical business standards
- Solid understanding of accounting concepts
- Solid understanding of Procurement and administrative processes
- This position will require working with strict deadlines and deliverables, working under pressure
- Exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently
- While performing the duties of this job, the employee is regularly required to talk and hear, in order to communicate to employees/visitors as well as function safely around heavy rolling equipment
