Position Summary

Manage and oversee the regulatory administration and enforcement of the city business registration/license ordinance to include; coordinating and approving the issuing, renewing, and enforcing of licenses and ensures businesses are operating in compliance and reviewing and approving business registration/license to the Integrated Development Ordinance (IDO) allowance in the respective zone.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year-for-year basis.

Associate's degree from an accredited college or university; and

Seven (7) years of experience in any combination of the following areas:

  • Business registration/license field
  • Business Analytics
  • Public Administration
  • Code and zoning enforcement; and

To include two (2) years of supervisory experience.

Experience In Government Preferred.

May work flexible hours, including evening, weekends, and holidays as required.

Additional Requirements

Possession of a valid New Mexico Driver's License, or the ability to obtain by the date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from the date of hire.

Must have the ability to work flexible hours, including nights, weekends and holidays as required.

Preferred Knowledge

  • Pertinent Federal, State and local codes, laws and regulations
  • Operations, services, and activities of a business registration and licensing program
  • Principles and practices of residential, commercial and industrial building inspection
  • Principles and practices of residential, commercial and industrial buildings plan review
  • Principles of mathematics including algebra
  • Principles of business letter writing and report preparation
  • Advanced mathematical principles and practices used to calculate distance, geometric areas, and height
  • General practices, services and operations of municipalities
  • Principles and procedures of record keeping, report preparation, and business letter writing
  • Modern office procedures, methods and equipment including computers
  • Use and application of basic engineering and architectural scales and related measuring and drafting tools
  • Technical drawings, advanced mathematics, handbook formulas and tables
  • Current changes and/or developments in applicable federal, state, local laws, and policies and procedures

Preferred Skills & Abilities

  • Understand, interpret and explain applicable codes and ordinances
  • Perform site investigations to ensure compliance with applicable codes, standards and regulations
  • Perform residential, commercial and industrial building compliance review activities
  • Plan, organize, direct and coordinate the work of lower-level staff
  • Select, supervise, train and evaluate staff
  • Interpret and consistently apply regulations
  • Respond professionally to requests and inquiries from the general public
  • Communicate clearly and concisely
  • Work independently in the absence of supervision
  • Maintain and update accurate logs and records
  • Prepare clear and concise reports
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Perform the essential functions of the job with or without reasonable accommodation
