This position is located in OAAS - Adult Protective Services division. Incumbent serves as Adult Protection Specialist Supervisor of Adult Protection Specialists assigned to receive and process reported allegations of maltreatment of vulnerable adults in community settings, state-operated facilities settings, and licensed provider agencies. Incumbent is responsible for supervising the processing and dissemination of reports received through the APS Hotline, APS Online Reports portal, email correspondence, fax, and mail, as well as immediate notification of appropriate agencies and authorities when necessary to ensure positive outcomes for vulnerable adults.

Fulfillment of this position requires knowledge and experience in working with vulnerable populations, the ability to effectively prioritize tasks, efficiently manage time, effectively manage professional level staff members requiring moderate to minimal supervision. Incumbent is under the direct supervision of the Program Manager 2 – APS Investigations Manager.

Incumbent must possess thorough knowledge of state and federal laws, statutes, guidelines, and department and agency policies and procedures relevant to the rights, safety, protection, and well-being of vulnerable adults throughout the communities.

Incumbent adheres to pertinent laws, rules, regulations, policies, and procedures of LDH, OAAS, and the appropriate state/federal licensing and governing bodies. Incumbent participates in state and national level professional associations, interdisciplinary and multi-disciplinary panels, special projects, committees, and other duties as assigned by superiors to ensure continuity agency of workflow, collaborative relations with other divisions of OAAS and other agencies and entities.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Any of the following will qualify:

  • A master's degree in social work plus three years of professional social services experience.
  • A master's degree in criminal justice; education with a concentration in special education or guidance and counseling; family life education (child development or early childhood education); psychology; sociology; applied sociology; vocational education; pastoral counseling; counseling; vocational rehabilitation counseling; vocational rehabilitation; rehabilitation counseling; or human development counseling plus three years of professional social services experience.
  • A baccalaureate degree in social work plus four years of professional social services experience.
  • A baccalaureate degree plus five years of professional social services experience.

SUBSTITUTIONS (FOR OPTION 4 ONLY):

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NECESSARY SPECIAL REQUIREMENT:

Possession of a valid Louisiana driver's license at the time of appointment may be required.

NOTE:

Some positions may require regulation as a Registered Social Worker (RSW), Licensed Master's Social Worker (LMSW) or Licensed Clinical Social Worker (LCSW).

NOTE: Any college hours or degree must be from an accredited college or university.

NOTE:

The baccalaureate or master's degree in social work must be from a school accredited by the Council on Social Work Education, 1701 Duke Street, Suite 200 Alexandria, VA 22314.

FUNCTION OF WORK:

Supervises a unit of professional social services staff who will provide protective services to adults with disabilities.

SUPERVISION RECEIVED:

Broad review from a higher-level professional or administrator.

SUPERVISION EXERCISED:

Direct over Adult Protection Specialists. May supervise other professional, paraprofessional or clerical employees.

LOCATION OF WORK:

Typically, the Department of Health and Hospitals.

JOB DISTINCTIONS:

Differs from Adult Protection Specialist 3 by the presence of direct supervisory responsibilities.

Examples of Work

60% — Provides direct supervision of Adult Protection Specialists through supervisory teleconferences, review of reported allegations of maltreatment of vulnerable adults, investigations staffing meetings, collaborative reviews of investigations assignments and documentation of intake or investigations records.

Ensures Adult Protection Specialists maintain compliance with intake timelines as outlined within APS policy Ensures Adult Protection Specialists maintain compliance with completion of mandatory training and professional development; ensures Adult Protection Specialists maintain compliance with established deadlines for completion and submission of requested information, forms, and other requirements upon notification from APS management, OAAS

executive management and/or LDH Administration Ensures participation of Adult Protection Specialists in collaborative engagement within the agency, as well as with community partners outside of APS to promote positive outcomes for vulnerable adults.

Reviews and evaluates work performance; frequently provides performance feedback to Adult Protection Specialists more often than Mid-Year Reviews and annual PES Evaluation Ratings.

Ensures Adult Protection Specialists maintain compliance with Federal and State laws and statutes, as well as LDH, OAAS, and APS policies Facilitates orientation for newly hired Adult Protection Specialists; ensures all mandatory training and on-boarding tasks are completed by the Adult Protection Specialist in accordance with OAAS Policy and Procedure Ensures balanced caseloads within assigned regions and apprises the APS Intake Manager of needed adjustments to investigations assignment rotations within assigned regions.

Maintains timely, consistent communication by telephone and email correspondence with Adult Protection Specialists within assigned sections in order to ensure accurate, detailed knowledge of the status of intake reports or open investigations within the assigned sections/regions.

Assesses and communicates to the APS Manager all identified training, equipment, supplies, and other needs for Adult Protections Specialists.

Conducts intake of allegations of abuse of vulnerable adults when necessary to establish stability, safety and well-being of vulnerable adults during circumstances wherein staffing vacancies exist within the assigned section.

20% — Ensures compliance with the agency records retention policy; ensures maintenance, organization, and retention of APS records within assigned regions; contributes recommendations for policy and process updates; apprises the APS Investigations Manager of issues, concerns, complaints, and commendations immediately upon determination or

discovery.

15% Performs other duties as assigned to support APS including representing APS at regional, state, and national meetings, conferences, and task forces; participation in planning, coordination and facilitation of quarterly Coordinating Council Meetings

5% Performs other duties upon assignment
