The City of Pearland, TX is seeking to hire a full-time Acquisition Manager to lead and improve aspects of the day-to-day operations of our Engineering and Public Works department within our Capital Improvement Projects division. The Acquisition Manager earns a competitive salary of $68,268.86-$87,042.80/per year based on experience and qualifications. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance, plus the majority portion of the medical premium for employees and their dependents. A DAY IN THE LIFE OF AN ACQUISITION MANAGER

General Description

The purpose of this job within the organization is to oversee the day-to-day operations of real estate services and management of real property and consultants including but not limited to land acquisition agents, appraisers, surveyors and legal counsel.

This job works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions

  • Ensures all activities (property acquisition, land management, eminent domain/condemnations, Uniform Act, appraisals, surveys) are carried out in compliance with departmental policy, local, state and federal regulations and laws governing activities.
  • Performs activities related to City real estate and capital programs including land acquisition and disposition, lease negotiations, relocation and condemnation.
  • Works with all City Department levels relative to all City real property transaction and planning functions.
  • Performs or monitors negotiations; approves settlement payments for fee appraisers, title companies, fee attorneys, and contract right-of-way, environmental consultants.
  • Performs review of right of way plans, utility adjustment plans and cost estimates, maps, surveys, field notes, property descriptions, appraisal reports, titles, deeds, legal and curative documents.
  • Reviews and processes real property and/or relocation payment check request; manages surveying, demolition, appraisals contracts.
  • Develops City-wide policies, procedures, standards, objectives, schedules, and priorities for section operations that include right-of-way plans, descriptions and titles, appraisals, negotiations, property management and enhancements.

Additional Duties

  • Implements and interprets departmental policies and procedures as it relates to right of way negotiations, relocation, appraisals, utilities, acquisition.
  • Establishes liaison with and manage activities between the department, general counsel, state/local agencies and appropriate courts, utility companies, pipelines, and other entities having an interest in the property.
  • Consults and advises administrative staff, general counsel and other department staff concerning litigation pertaining to real property matters.
  • Meets with property owners and/or other entities to negotiate real property acquisition.
  • Reviews plans for assigned projects; acquires, writes, and maintains legal documents pertaining to agreements and easements required for project completion.
  • Develops and executes project schedule to accomplish work; directs and evaluates consultants and contractors relative to all City real property transactions, if required.
  • Attends pre-development and development review meetings to provide information on how development projects may be affected by the City's capital projects and the easement/right-of-way requirements of City projects as required.
  • Reviews plats to ensure that the property needs of projects are addressed in the platting process.
  • Assists in development of department's position during litigation and acts as an expert witness in court proceedings.
  • Recommends strategies designed to support and enhance the City's real estate activities; conducts analyses and prepares technical reports regarding appraisals, negotiations, relocation assistance and property disposition functions.
  • Performs related work as assigned.

Minimum Education And Experience Requirements

  • Requires a Bachelor's Degree in business, real estate or closely related field.
  • Requires four years real estate or closely related experience.

Special Certifications And Licenses

  • Texas Real Estate License
  • Senior Right of Way Professional Designation (SR/WA)
