General Summary

Cathay Bank is seeking an Enterprise Risk Data Analytics Manager to serve as a key analytical partner to the Bank’s second line of defense Risk Management organization. Reporting to the Director of ERM, this role is designed for a professional who can bridge the gap between technical data management and high-level risk strategy, resulting in more informed, data-driven decision-making and stronger analytical support for senior leaders and risk partners. The candidate is someone who can design data structures for risk monitoring and build simple quantitative models - using regression, predictive, and scenario analysis - to help anticipate and manage material impacts. They should also be able to review risk data and translate it into clear, meaningful narratives for management and board reporting.

The ideal candidate understands how to turn raw data into a clear story that helps the bank stay within its defined risk appetite while navigating an evolving economic landscape. The candidate will be a key contributor to the Risk Management function, providing the data-driven insights needed to communicate the Bank’s total risk position to senior leadership and the Board.

Essential Functions

  • Through data analytics and non-complex modeling or analytical tools, track the Bank’s performance against the Risk Appetite Statement and alert leadership to any top risk exposures, emerging trends, or potential breaches, in coordination with the Bank’s GRC and Risk Appetite team.
  • Analyze operational risk data, including loss distributions, RCSA drivers, loss events, control effectiveness, and key risk indicators, to identify patterns and quantify the potential financial impact of process or system failures. Prepare clear narratives and data-driven insights that explain risk trends, drivers, and remediation progress.
  • Design and manage underlying data and database structures to ensure all risk information is organized logically and accessible for enterprise-wide reporting.
  • Develop and maintain simple analytical tools to strengthen forecasts for various material risk categories where additional analysis might still be needed, e.g., climate risk, country risk, specific operational risks, etc. Draw from the assumptions in existing models to support end-to-end risk forecasting in alignment to the Bank’s overall risk appetite.
  • Perform regular back testing of developed risk analytical tools, quantitative methods, and board-approved risk metrics to ensure relevance and accuracy. Conduct stress testing to evaluate the bank’s resilience against potential micro and macroeconomic scenarios.
  • Analyze how external economic shifts, such as interest rate changes or inflationary trends, will directly impact the bank’s balance sheet, capital, and P&L in the context of potential impacts to risk appetite as well as downstream impacts to bank strategy and strategic priorities.
  • Perform “what-if” simulations and stress tests to predict how the bank’s risk metrics might be impacted under different economic or environmental scenarios.
  • Translate complex technical findings into clear, non-technical narratives for senior management and Risk Committees.
  • Ensure all data analytics and reporting efforts align with the Bank’s broader Risk Management Framework and regulatory expectations.
  • Source, transform, and validate data from multiple internal banking systems and external financial providers to ensure a high-quality source of truth for all risk reporting.
  • Utilize data from internal risk platforms and GRC systems to perform quantitative analysis and trend forecasting.
  • Document all logic, data sources, and assumptions to ensure our analytical processes are transparent, repeatable, and audit ready.

Education:

  • Bachelor’s or master’s degree in data Analytics, Statistics, Risk Management, Finance, Economics or related fields.
  • Professional certification such as FRM (Financial Risk Manager), PRM (Professional Risk Manager), CERP (Certified Enterprise Risk Professional), or similar are a plus.

Experience

  • Minimum 5 years of experience in risk analytics, financial modeling, or a similar data analytic role within financial institutions.

  • Strong understanding of various quantitative techniques. Strong analytical mindset with ability to translate data into actionable risk insights and clear narratives.
  • Experience with data modeling and how to structure database tables for efficient reporting and analysis.
  • Proficiency in SQL, Python or R associated with statistical analysis and predictive modeling.
  • Experience with cloud data platforms such as Snowflake and Databricks for large-scale data storage, processing, and analytics
  • Familiarity with BI and visualization tools such as Tableau or Power BI.
  • Strong financial literacy, including the ability to read financial statements and understand core banking concepts like liquidity and credit metrics.
