To support the Capacity Growth Office (CGO) production ramp-up, significant long-term capital investment is required to expand manufacturing capabilities and modernize critical infrastructure. These investments include facility upgrades, advanced manufacturing technologies, process automation, and new equipment to increase throughput, efficiency, and operational resilience.
The CGO Capital Project Portfolio Leader will oversee a portfolio of strategic capital projects that support manufacturing expansion and modernization initiatives across the organization. This role is responsible for ensuring projects are delivered safely, on schedule, within budget, and in alignment with business objectives and customer commitments.
The Associate Director will also lead the implementation of the RLPM framework to standardize and strengthen capital project execution, improving project predictability, financial discipline, resource utilization, and overall execution performance.
This role requires a combination of project leadership, technical expertise, financial acumen, and stakeholder management to successfully lead factory expansions, infrastructure upgrades, and technical equipment projects.
What You Will Do:
Project Planning and Execution
- Provide strategic oversight of the CGO capital project portfolio, ensuring alignment with organizational priorities and manufacturing growth objectives.
- Lead development and execution of project plans, including schedules, budgets, staffing, and resource allocation.
- Ensure projects are executed on time, within budget, and in accordance with approved scope and business objectives.
- Oversee scope management, risk identification, mitigation planning, and change control processes.
- Lead and support a team of Project Managers, ensuring consistent application of project management best practices and standardized execution processes.
- Drive implementation of the RLPM framework to establish a centralized and standardized capital project management approach.
- Support execution of factory expansions, infrastructure modernization initiatives, and manufacturing equipment implementation projects.
- Oversee activities related to procurement, installation, commissioning, validation, and operational integration of manufacturing systems and equipment.
Stakeholder Communication and Coordination
- Serve as the primary liaison among internal teams, contractors, vendors, suppliers, and key stakeholders.
- Lead weekly project meetings and monthly Governance Review Board meetings to communicate status, risks, financial performance, and required actions.
- Ensure stakeholders remain aligned on project objectives, priorities, timelines, and deliverables.
- Deliver executive-level project communications and status updates with clarity and accuracy.
- Foster collaboration, accountability, and transparency across all project activities.
- Ensure compliance with organizational policies, project management standards, and regulatory requirements through clear and structured communication.
Financial and Compliance Management
- Oversee portfolio financial performance, including cost controls, forecasting, and management of AOP, EAC, and LRE processes.
- Identify opportunities to improve cost efficiency while maintaining quality, safety, and delivery commitments.
- Provide timely financial and compliance updates to senior leadership and stakeholders.
- Ensure projects comply with internal policies, contractual obligations, engineering standards, and regulatory requirements.
- Coach and develop Project Managers in financial management, compliance, and project execution disciplines.
Travel Requirements
- Travel to supplier facilities, leadership reviews, offsites, and key program meetings will also be required.
Qualifications You Must Have:
- Typically requires a university degree or equivalent experience and minimum 12 years prior relevant experience, or an advanced degree in a related field and minimum 10 years’ experience
- Bachelor’s degree in Engineering, Project Management, Construction Management, Operations, or a related technical field.
- Experience managing complex capital projects or portfolios within manufacturing, industrial, aerospace, defense, or regulated environments.
- Leadership experience managing Project Managers and cross-functional teams.
- Experience with capital project execution, governance, financial management, and risk management practices.
- Experience managing capital budgets, forecasting, and financial controls.
Qualifications We Prefer:
- PMP or equivalent project management certification.
- Experience implementing standardized project management frameworks.
- Experience in aerospace, defense, or advanced manufacturing environments.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
